Buying a car in Oregon and bringing it to Washington is legal and common, but the tax savings most Washington residents imagine rarely materialize. Oregon has no general sales tax, so the sticker feels lighter at signing. Washington then charges a use tax when you register the vehicle at home, and combined state and local rates run as high as 10.6% in parts of Snohomish County.1Washington Department of Revenue. Why the Oregon Tax Savings Usually Disappear
Oregon has no general sales or use tax, which is what draws Washington buyers across the river.3Oregon Department of Revenue. Sales Tax in Oregon Oregon dealers do pay a Vehicle Privilege Tax of 0.5% on the retail price of every vehicle sold, and state law lets them pass that cost to the buyer.4Oregon Department of Revenue. Vehicle Privilege and Use Taxes On a $40,000 car, that is $200. Small, but not zero.
The larger point: skipping Oregon’s tiny tax does nothing to skip Washington’s. If you live in Washington, you owe Washington use tax when you register, regardless of what you paid across the border. Buying in Oregon changes where the tax gets collected, not whether you owe it.
Paperwork To Get From the Oregon Seller
What you leave the sale with depends on whether you buy from a dealer or a private party.
From an Oregon Dealership
Dealers prepare the title application, provide the original title or certificate of origin for a new vehicle, and include any bills of sale from previous owners.5Oregon Department of Transportation. Oregon Dealer Services Many also issue a temporary operating permit so you can drive the car home. Tell the dealer you are titling in Washington, not Oregon, so you are not charged for Oregon title processing you will not use.
From a Private Party
Get the title signed over to you with every listed owner having released their interest. If a seller’s name is not on the title, ask for a separate bill of sale showing the VIN, a release of interest, the seller’s printed name and signature, and the date.6Oregon Department of Transportation. Driving the Car Back to Washington Legally
If the Oregon plates and registration are still current on the day of sale, the simplest option is to drive home on those plates and handle Washington titling within the 15-day window.
If the vehicle has no valid registration, you need a temporary permit. Oregon DMV sells a light vehicle trip permit for $35 that is good for 21 consecutive days.8Oregon State Legislature. The 15-Day Title Transfer Deadline
Washington gives you 15 days from the date the vehicle is delivered to you to apply for a new title.2Washington State Legislature. Driving an unregistered vehicle on Washington roads is a separate traffic infraction carrying a $529 fine that cannot be reduced or suspended.11Washington State Legislature. RCW 46.16A.030 Registration and Display of Plates Get to a licensing office within the first two weeks.

What You Need at the Washington Licensing Office
Documents
Bring the original Oregon title signed over to you, a completed bill of sale, and your unexpired Washington driver’s license. Every registered owner must appear in person and sign the title application in front of the licensing agent.13Washington State Department of Licensing. Insurance
You need a Washington auto policy in force before you register. Minimum liability coverage is $25,000 per person and $50,000 per accident for bodily injury, plus $10,000 for property damage.15Washington State Department of Licensing. Mandatory Insurance
Emissions and the Clean Car Law
Washington ended emissions testing in January 2020, so no smog check is required.16Washington State Department of Ecology. Vehicle Emissions The state’s Clean Car Law still applies, though. New passenger cars, SUVs, vans, and pickups from the 2009 model year forward must be certified to California emission standards to be registered here.17Washington State Department of Licensing. For used vehicles, the California certification requirement only applies to 2009-or-newer models with fewer than 7,500 miles on the odometer at the time of sale. Past 7,500 miles, the vehicle is exempt.17Washington State Department of Licensing. VIN Inspections
A VIN inspection is not automatic for every out-of-state vehicle. The Washington State Patrol inspects vehicles that have been rebuilt after a total loss, reported stolen, homemade, or that have a VIN discrepancy or ownership dispute.18Washington State Patrol. How Washington’s Use Tax Is Calculated
Washington bases the use tax on the vehicle’s fair market value, not necessarily what you paid. The Department of Licensing pulls values from Price Digests. The state may accept your actual purchase price if the fair market value is below $7,500, or if your purchase price falls within 20% of the fair market value.19Washington State Department of Licensing. Use Tax If you got a bargain from a private seller, expect the state to tax the market value, not the price you negotiated.
The total rate combines the sales tax rate at your address (the 6.5% state rate plus your local rate) and an additional 0.3% motor vehicle sales and use tax.19Washington State Department of Licensing. The New-Resident Exemption Does Not Help Cross-Border Buyers
People who owned and used a vehicle in another state for more than 90 days before moving to Washington can avoid the use tax, provided they register within 30 days of establishing residency.20Washington Department of Revenue. Vehicles Brought Into Washington From Out-of-State This is a moving benefit, not a shopping benefit. A Washington resident who drives to Oregon to buy a car owes the full use tax, and so does someone who bought a car in Oregon fewer than 90 days before relocating.
Registration Fees To Expect
On top of the use tax, several hundred dollars in fees apply to any vehicle being titled and registered.10Washington State Department of Licensing. Calculate Vehicle Tab Fees For a typical passenger car:
- Original license plates: $50 per plate plus a $2 reflection fee per plate, so $104 for a standard pair.
- Title application: $18.
- Filing fee: $12.50 for a combined title-and-registration transaction.
- Service fee: $29 at a DOL office or subagent for a combined transaction.
- License tab fee: $30.
- Additional weight fee: $10 for passenger vehicles and trucks with a declared gross weight of 12,000 pounds or less.
Two location-based charges can add real money. If you live in the Sound Transit district (most of King, Pierce, and Snohomish counties), you owe a Regional Transit Authority excise tax of 1.1% of the vehicle’s depreciated value.21Washington State Department of Licensing. Extra Fees for Electric and Plug-In Hybrid Vehicles
If the car you bought in Oregon is a battery-electric vehicle or a plug-in hybrid capable of traveling at least 30 miles on battery power, budget for a $100 annual registration fee plus an additional $50 transportation electrification fee, for $150 above standard registration costs every year at renewal.22Washington State Legislature. Add up the use tax, standard registration charges, the RTA tax for Sound Transit-area residents, and any EV surcharges, and the first-year cost of registering an Oregon-purchased electric vehicle in Washington can reach several thousand dollars. The Oregon side of the trip saves you the 0.5% dealer privilege tax at most. Everything else waits for you at the licensing office at home.
