You Have to Go in Person
The DMV handles some replacements online or by mail, but a photo update isn’t one of them. At the Office and After

Because you turned in your plastic card, the DMV gives you a temporary paper document to drive and identify yourself with. Fees

DMV offices take major credit and debit cards (Visa, Mastercard, American Express, Discover), cash, personal checks, and money orders payable to the Commissioner of Motor Vehicles. One situation waives the fee entirely: if your license was lost or stolen as the result of a crime, bring Form MV-78B, which you can only get from a police agency, and the replacement is free.3New York State Department of Motor Vehicles. Replace a License or Permit
If You’re Close to Turning 21
Timing matters here. Replace your license more than 40 days before your 21st birthday and the new card will still carry the “UNDER 21” designation. Wait until you’re within 40 days of the birthday and the restriction drops off the new card.3New York State Department of Motor Vehicles. Consider Combining It With a REAL ID Upgrade
If you’re already heading to the DMV, this is a good moment to think about REAL ID. Federal enforcement began on May 7, 2025, and a standard New York license without the star is no longer accepted for boarding domestic flights or entering certain federal facilities.6Transportation Security Administration. Upgrading takes more paperwork than a photo swap: two proofs of New York residency dated within the past year (no P.O. Box addresses), proof of your full legal name, and proof of lawful status. If You’re Outside the U.S.
A photo retake isn’t possible from abroad.
