Who Qualifies

Start With an ITIN

Because you need two years of Maryland returns and you cannot file without a taxpayer number, most applicants begin by getting an Individual Taxpayer Identification Number from the IRS. An ITIN is a nine-digit number issued to people who must file taxes but are not eligible for a Social Security number.

What to Bring to the MVA

At your appointment, plan to present documents in three categories:

Driver Education and Testing

New license applicants age 21 and older pay $88, prorated at $11 per year based on the license’s validity period. What This License Cannot Do

Privacy of Your MVA Records

Maryland’s General Provisions Article restricts disclosure of MVA personal information for immigration enforcement. Why the Wait Is Worth It

Driving without any valid license in Maryland carries up to one year of imprisonment, a fine of up to $1,000, or both, for a first offense.
