Can You Apply for an NC Concealed Carry Permit Online?

You cannot complete the entire North Carolina concealed carry permit process online. Most sheriff’s offices let you fill out the application, upload information, and pay the fee through an online portal, but state law still requires fingerprinting and in-person verification of your original documents. Plan on a hybrid process: start on your county’s website, then finish at the sheriff’s office.

What You Can Actually Do Online

Many North Carolina counties run online systems that walk you through the concealed handgun permit application, collect supporting information, take payment, and schedule your fingerprint appointment. Mecklenburg County’s portal handles the full application and payment before booking the in-person visit.¹ Wake County offers a similar portal for both new applications and renewals.²

What the portal cannot do is fingerprint you, review your original documents, or accept your training certificate. Your application will not be processed until those steps are done in person.¹ If your county has no online portal, everything happens at the sheriff’s office during your appointment.

What Has to Happen in Person

Your in-person visit is where the application actually becomes an application. Bring everything the first time, because a missing document means another trip.

The original certificate from your approved firearms training course. Copies are not accepted.
Your North Carolina driver’s license or state ID showing your current residential address.
Your DD-214, if you have been discharged from the military.
Proof of citizenship if you were born abroad: a naturalization certificate or valid U.S. passport for naturalized citizens, a Consular Report of Birth Abroad or Certificate of Citizenship for those born abroad to U.S. parents, and a valid Permanent Resident Card for lawful permanent residents.

You will also sign a release authorizing the sheriff to access your mental health records for the background check.² The sheriff cannot move forward without it. Fingerprints are taken at the same visit.

Eligibility You Need to Meet Before Applying

North Carolina law requires that you:

Be at least 21 years old.
Be a U.S. citizen or lawful permanent resident.
Have lived in North Carolina for at least 30 days immediately before filing.
Have no physical or mental condition that would prevent you from safely handling a handgun.
Have completed an approved firearms training course.

Several things disqualify you outright, including a felony conviction, an outstanding felony indictment, certain misdemeanor convictions involving violence or threats, being a fugitive, unlawful drug use, a dishonorable military discharge, and an involuntary commitment to a mental health facility. The full list mirrors state law and the federal prohibitions in 18 U.S.C. 922.²

The Training Course

Before you apply, you must pass an eight-hour firearms training course approved by the North Carolina Criminal Justice Education and Training Standards Commission.³ The course covers when deadly force is legally justified, where you cannot carry, and storage rules, and it ends with a written exam requiring at least 70 percent on the commission’s questions.⁴

The live-fire portion requires 30 rounds at a target from 3, 5, and 7 yards, at least 10 rounds at each distance, with a minimum of 21 hits to pass. Expect to pay $50 to $150 for the course depending on the instructor. That cost is separate from the permit fee. You will receive an original certificate of completion; bring it to your appointment.

Fees

The statutory application fee is $80, plus a $10 fingerprint processing fee, for a total of $90 for a new permit.⁵ The fee is non-refundable even if your application is denied. Renewals cost $75, and a duplicate permit costs $15.

Sheriff’s offices generally accept cash, certified checks, money orders, and debit or credit cards. Paying online usually adds a small per-transaction convenience fee on top of the $90.¹ If you pay cash in person, bring exact change, because some offices keep limited cash on hand.

How Long It Takes

Once the sheriff has your completed application, fingerprints, and signed mental health release, state law gives 45 days to issue or deny the permit.⁶ In practice, the clock doesn’t really start until mental health records come back, and some counties report the full turnaround closer to 90 days.⁷

An approved permit is valid for five years. If yours is denied, the sheriff must state the reason in writing, and you can appeal by filing a petition with a district court judge in the district where you applied. Wake County charges a $150 filing fee for that appeal, and the judge generally decides without a hearing.²

Renewing Online

Renewals follow the same hybrid pattern. Counties like Wake accept renewals through the online portal, but the in-person elements can still apply.² You can apply to renew up to 90 days before your permit expires, and you should start early given processing times.⁸ The fee is $75, and you do not need to retake the training course as long as your permit has not expired.⁵

If your permit has already lapsed, the path changes. Within the first 60 days after expiration, some sheriffs will let you apply as a new applicant (the $90 fee and new fingerprints) without retaking the course, though that is at the sheriff’s discretion. Past 60 days, you must retake the full eight-hour course and start over from the beginning.⁸
