Buying liquor in Utah works differently than in most states. Spirits, wine, and any beer stronger than 5% alcohol by volume are sold only through the state: at Department of Alcoholic Beverage Services (DABS) liquor stores or at privately run package agencies licensed by DABS. Grocery stores and convenience stores can sell beer at or below 5% ABV, and nothing stronger. Every state store is closed on Sundays and state holidays, so timing matters as much as location.
Where You Can Buy Liquor
DABS operates more than 50 state liquor stores across Utah. These are the main retail outlets for spirits, wine, and heavy beer (anything above 5% ABV). Prices are set centrally, so a bottle costs the same at every state store.1Utah Department of Alcoholic Beverage Services. Package agencies are the second option. These are private businesses that contract with DABS to sell the same packaged alcohol you would find at a state store. They come in five types:2Department of Alcoholic Beverage Services. Package Agencies
- Type 1: at resorts, ski lodges, and recreation areas; open to guests and the public.
- Type 2: inside another business such as a convenience store, where liquor is not the main revenue source.
- Type 3: small standalone liquor outlets, most common in rural areas.
- Type 4: inside licensed hotels for room service only; not open to the public.
- Type 5: on-site at a distillery, brewery, or winery, selling only that producer’s products.
The state caps total package agencies at one per 18,000 residents, so coverage in remote parts of the state can be thin.2Department of Alcoholic Beverage Services. Package Agencies
Grocery stores and convenience stores sell only beer that falls at or below 5% ABV. Utah Code defines “beer” as a fermented malt product between 0.5% and 5% ABV; anything stronger is “heavy beer” and moves through DABS channels only.3Utah Legislature. When State Stores Are Open
State liquor stores operate Monday through Saturday. Most open at 11:00 a.m. and close at 7:00 p.m., though some busier locations stay open until 10:00 p.m. All state stores are closed on Sundays.4Utah Department of Alcoholic Beverage Services. There is no legal workaround for a closed store. If you want spirits or wine for a Sunday gathering or a state holiday, buy the day before. Grocery beer is the only alcohol you can pick up on those days.
Bringing Liquor Into Utah From Out of State
You can legally bring liquor into Utah for personal use, but the ceiling is firm: no more than nine liters per person, purchased outside the state, not for resale.6Utah Legislature. Utah Code 32B-4-414 – Unlawful Possession — Exceptions Nine liters is roughly twelve standard 750ml bottles. If you are moving to Utah permanently, you may bring liquor from your previous home as part of the move.
Different limits apply to purchases from military installations: two liters of spirits or wine (or a combination), plus one case of heavy beer or flavored malt beverage not exceeding 288 ounces.6Utah Legislature. Shipping and Home Delivery
Utah is one of only two states that completely ban direct-to-consumer wine shipping. You cannot order wine online from an out-of-state winery and have it delivered to your home. The same restriction applies to spirits and heavy beer.
In-home delivery through third-party apps is effectively prohibited as well. The closest thing to a delivery service is the DABS wine subscription program: you subscribe online, but you pick up the bottles at a state liquor store. Residential delivery of alcohol does not happen in Utah.
Special Orders for Bottles Not on the Shelf
If a specific bottle you want is not stocked, you can place a special order through the DABS online portal. The process is straightforward but slow:7Utah Department of Alcoholic Beverage Services. Special Orders
- You must order at least one full case. Case sizes vary by producer, so confirm before ordering.
- The product must be available at wholesale from its producer or an authorized U.S. distributor. Rare, allocated, and high-demand products are not eligible, and neither is beer below 5.1% ABV.
- Orders typically arrive at your chosen state store about 45 days after DABS receives a price quote.
- Once your order arrives, you have 14 business days to pick it up.
- Air freight is available at your expense; call DABS after placing the order.
This is one of the few ways to get a specific label DABS does not regularly carry. It works for planning; it does not work for last-minute needs.
ID at the Register
Utah law requires electronic age verification before any alcohol sale to anyone who appears to be 35 or younger. The seller scans your ID through an approved electronic verification device.8Utah Legislature. Utah Code 32B-1-407 – Verification of Proof of Age by Applicable Licensees In practice, many state stores scan every customer regardless of apparent age.
The verification system must be capable of reading four types of ID:9Cornell Law Institute. Utah Admin Code R82-4-101 – Age Verification
- A valid state-issued driver’s license from any U.S. state
- A valid state-issued identification card
- A valid military identification card
- A valid passport
Starting May 6, 2026, foreign driver’s licenses will also be accepted for alcohol purchases in Utah.10Utah Department of Alcoholic Beverage Services. Utah Legislative Changes to the 100% ID Law Requirements Before that date, international visitors without a passport have often struggled to buy alcohol at state stores.
Using a fake or altered ID is a criminal offense.11Utah Legislature. Utah Code 53-3-810 Providing alcohol to someone under 21 is a class B misdemeanor if the person acted recklessly and a class A misdemeanor if they knew the recipient was a minor.12Utah Legislature. Utah Code 32B-4-403
Once You Have the Bottle: Driving Rules to Know
Utah enforces the lowest DUI threshold in the country: 0.05% blood alcohol concentration. For many people, that is one to two drinks depending on body weight and timing.13Utah Legislature. Utah Code 41-6a-502 – Driving Under the Influence of Alcohol, Drugs, or a Combination of Both or With Specified or Unsafe Blood Alcohol Concentration — Penalties — Reporting of Convictions A first offense is a class B misdemeanor, carrying a mandatory minimum of either two days in jail or 48 hours of community service, plus a fine of at least $700, which climbs to roughly $1,400 after mandatory surcharges. The court must also order a substance abuse screening.14Utah Legislature. Utah Code 41-6a-505
Open container rules are just as strict. No one in a vehicle, driver or passenger, may possess an opened container of alcohol in the passenger compartment while the vehicle is on a highway or state waters, whether moving or parked. Open containers must go in the trunk or another area not accessible to occupants. Exceptions cover passengers in the living quarters of a motorhome, passengers on a chartered bus or limousine, passengers in a licensed taxi or bus, and people on a motorboat.15Utah Legislature. So if you buy a bottle at a DABS store, treat the trunk as its home until you get where you are going.
