You can collect unemployment and Social Security in PA at the same time, and Pennsylvania will not reduce your unemployment compensation because you receive Social Security retirement benefits. The picture changes if the Social Security payment is SSDI or SSI: SSDI raises a legal conflict about your ability to work, and SSI is almost always eliminated by even a modest UC check. Federal taxes are the other catch most people miss.
Social Security Retirement and UC Don’t Reduce Each Other
Pennsylvania’s unemployment compensation handbook lists Social Security pensions as “not deductible” from UC benefits.1Commonwealth of Pennsylvania. Pennsylvania Unemployment Compensation Handbook Some states cut UC dollar-for-dollar or by a percentage when a claimant also draws Social Security retirement. Pennsylvania does not. Your weekly UC amount is calculated from your prior wages, and Social Security plays no part in that math.
The reverse is also true. UC benefits are not “earnings” under Social Security’s earnings test, which counts only wages from a job or net self-employment income. If you take a new job while claiming UC and you’re under full retirement age (currently 67 for people turning 62 in 2026), Social Security deducts $1 for every $2 you earn above $24,480 per year.2Social Security Administration. SSDI and UC: Legally Possible, Practically Risky
Collecting SSDI and Pennsylvania UC at the same time is legal, but the two programs pull in opposite directions. SSDI requires that you be unable to perform substantial gainful activity because of a medical condition.4Social Security Administration. Pennsylvania evaluates these cases individually. Someone with a partial disability who can still do certain kinds of work may legitimately qualify for both, and courts and administrative law judges have recognized that a person can be disabled for Social Security purposes while still capable of some work. But claiming both flags your file with both agencies. If your UC application says you’re fully available for any suitable work and your SSDI record says you can’t sustain employment, one side or the other will likely challenge you.
On the money side, UC counts as unearned income for SSDI, so it does not count toward the substantial gainful activity limit of $1,690 per month for non-blind individuals in 2026.4Social Security Administration. UC Almost Always Wipes Out SSI
SSI is needs-based, and unemployment compensation counts as unearned income when SSA calculates your monthly SSI payment.6Disability Rights Pennsylvania (DRP). The math is brutal. A $300 weekly UC check is roughly $1,300 per month in unearned income. The 2026 federal SSI benefit rate for an individual is $994 per month.8Social Security Administration. What’s New in 2026? After the $20 exclusion, $1,280 in countable UC income eliminates your SSI payment entirely. Report your UC income to SSA promptly. If you don’t, an overpayment builds up, and SSA will come back for that money.
The Federal Tax Bill Is the Surprise
Unemployment compensation is fully taxable at the federal level, and you’ll get a Form 1099-G at tax time.9IRS. Unemployment Compensation Social Security benefits may also be partially taxable depending on your combined income. Stacking UC on top of Social Security can push you into the range where up to 85% of your Social Security benefits become federally taxable.
Pennsylvania itself is friendlier. UC benefits are not subject to Pennsylvania state or local income tax, and Social Security is also exempt from Pennsylvania income tax. The state hit is zero. The federal hit can be sizable.
You can have 10% of each UC payment withheld for federal taxes by filing IRS Form W-4V with the Pennsylvania UC office (not with the IRS).10IRS. Form W-4V (Rev. What Other Retirement Income Can Reduce UC
Social Security is singled out as non-deductible, but other retirement money is treated differently. If you’re drawing a pension from the same employer that laid you off, or from a base-year employer, the UC office may reduce your weekly benefit.1Commonwealth of Pennsylvania. What to Report, and to Whom
Tell the Pennsylvania UC office about your Social Security income when you apply, even though retirement benefits won’t reduce your UC. Incorrect or fraudulent information can delay your claim or trigger penalties.11Commonwealth of Pennsylvania.
