You can’t get a duplicate car title online in Louisiana. The state’s Express Lane portal handles several motor vehicle transactions digitally, but duplicate titles aren’t one of them. To replace a lost, damaged, or never-delivered title, you’ll file Form DPSMV 1799 with the Office of Motor Vehicles (OMV), either in person at an OMV field office or public tag agent, or by mail to Baton Rouge.
Why Titles Aren’t Online (Even Though Registrations Are)
Express Lane does let you order a duplicate vehicle registration online for $12, which is where a lot of the confusion starts.1Louisiana Office of Motor Vehicles. Duplicate and Replacement Registrations Registration proves the vehicle is legal to drive. Title proves you own it. If you need to sell the car, clear a paid-off lien, or otherwise show ownership, you need the title, and the title application still runs on paper because it has to be signed and notarized.
Who Can Request a Duplicate
Only the registered owner, an authorized agent for the owner, or a lienholder can request the duplicate, and the vehicle must currently be titled in Louisiana.2Louisiana Department of Public Safety Office of Motor Vehicles. Policy 15.00 Duplicate Titles If you bought a car from a private seller and never put the title in your name, a duplicate won’t fix that. You’ll need to complete a regular title transfer first, because the OMV can only issue the duplicate to whoever is already on record.
One boundary worth knowing: a duplicate title cannot be issued in a deceased owner’s name unless the duplicate title affidavit was completed and notarized before that person died.2Louisiana Department of Public Safety Office of Motor Vehicles. Policy 15.00 Duplicate Titles When the owner has passed, you’re looking at a separate transfer process under Louisiana Revised Statute 32:707.1, not a duplicate application.
What You Need to File
The application is the Vehicle Application, Form DPSMV 1799, available at any OMV office or public tag agent. It asks for the VIN, the owner’s full legal name and current address, and the owner’s driver’s license number.3Louisiana Department of Public Safety Office of Motor Vehicles. Inside the form is a Duplicate Title Affidavit where you mark whether the original was lost, mutilated, or never received. If the vehicle used to have a lien and it’s since been paid off, bring proof: either the original note stamped “paid” or a lien satisfaction document signed by the lienholder.2Louisiana Department of Public Safety Office of Motor Vehicles. If There’s Still an Active Lien
You can still get a duplicate on a financed vehicle, but you don’t drive the process. The lienholder completes a notarized Affidavit of Non-Possession, and the duplicate title is mailed to the lienholder, not to you.2Louisiana Department of Public Safety Office of Motor Vehicles. Applying in Person
Bring the completed DPSMV 1799, a valid photo ID, and your payment to any OMV field office or authorized public tag agent.4Louisiana Office of Motor Vehicles. New Title and Registration The application still goes to headquarters for processing, so you won’t leave with the title in hand, but it moves faster than mailing it yourself.
Public tag agents are the fastest option. They can process expedited titles for an extra $10, and the finished title is typically ready for pickup at the same location the next business day.5Louisiana Department of Public Safety Office of Motor Vehicles. Applying by Mail

Mail is the slowest route. The OMV doesn’t publish a guaranteed turnaround, and applicants have reported waits of eight weeks or longer. If timing matters, go in person.
What It Costs

Selling the Vehicle Before the Duplicate Arrives
You can’t legally transfer ownership of a titled vehicle in Louisiana without a properly assigned title. A bill of sale on its own doesn’t do it. If your original is missing and a buyer is waiting, start the duplicate process the day you know. A public tag agent with the expedited option can put a replacement title in your hand the next business day, which is usually fast enough to keep a private sale from falling apart.
