The Fastest Option: Rush Title Processing
If you need the title quickly, mail your application to the DMV’s rush processing unit. The department will process it within 72 hours, counting only business days. The 72-hour clock only runs if your application is complete, all fees are paid, and nothing on the record blocks issuance. A stop can be something as small as an outstanding parking citation or a smog-check hold. If the DMV finds a problem, rush timing no longer applies. Add mailing time on both ends, and you are still looking at roughly a week from the day you drop the envelope. It is the closest California gets to expedited service.
Standard Processing by Application Method
Three application routes exist, and none of them changes the delivery method. The title always arrives by mail.
Online
Through the DMV’s virtual office, you can request a replacement without visiting a field office. In Person
Bring a completed REG 227 and your photo ID to any DMV field office. A clerk reviews the paperwork and takes payment while you are there, which lets you fix problems on the spot instead of finding out weeks later that your application was rejected. By Mail
Send your completed REG 227, a copy of your ID, and payment by check or money order to the address on the form. Any missing information triggers a round-trip delay. The same 15-to-30-day window applies once the DMV starts processing.
What to Submit
The main document is the REG 227, available on the DMV website or at any field office. It asks for the license plate number, VIN, year, and make of the vehicle, plus the registered owner’s full legal name and current address.4California Department of Motor Vehicles. You also need valid photo identification. If the address on your ID does not match the DMV’s records, you have to apply in person and bring proof of ownership, such as your registration card or renewal notice, along with your driver’s license or California ID.4California Department of Motor Vehicles. The Fee

Appendix 1F – Fees At a field office you can pay with cash, check or eCheck, money order, credit or debit card, or Apple Pay or Google Pay. Card and digital-wallet payments carry a 2.1% service fee. If Your Vehicle Has a Lien
When a bank or finance company still holds a lien, the lienholder of record has to apply for the duplicate title first and then release its interest on the new title. Confirm Your Mailing Address First
The replacement gets mailed to whatever address the DMV has on file, so a stale address sends the title to your old home. California law requires you to report a move to the DMV within 10 days.8California Department of Motor Vehicles. If You Are Trying to Sell the Vehicle
California requires a signed title to complete a private-party sale, and there is no workaround. You cannot legally transfer ownership without one. If a buyer is already lined up, apply immediately and use the waiting period for other sale prep like a smog inspection. Your current registration card confirms you are the registered owner in the meantime, though it does not substitute for the title at transfer. Applying in person may get you a receipt showing the application is in progress, which can hold a buyer’s interest while the title is on its way.
