You cannot get a learner’s permit online in Texas. The Texas Department of Public Safety requires an in-person visit to verify your identity, check your vision, take your fingerprints, and photograph you. What you can do online is nearly everything that leads up to that visit: book the appointment, take the required driver education course, complete the written knowledge test through that course, and fill out the application form before you walk in.
What You Can Do Online Before Your Visit
Three steps of the process are fully digital, and handling them first shortens your time at the counter.

Take a state-approved driver education course. Texas allows driver education to be completed online through certified driving schools, so you don’t need to sit in a classroom.2Texas Department of Public Safety. Choosing a Driver Education Course
Take the knowledge test as part of that course. Many approved courses build the written exam into the curriculum. If you pass it there, you bring your certificate of completion to DPS and skip the test at the office.3Texas Department of Public Safety. Texas Learners License – Teen If you’d rather not risk having to retake the test at DPS (each attempt there carries its own hurdles), this is the easier route, since most courses let you retake the exam within the program.

What Has to Happen at the DPS Office
Four things cannot be done remotely, which is why a fully online permit isn’t possible in Texas.
A permit specialist reviews your paperwork and confirms your identity in person. You take a vision exam using the Snellen scale: 20/40 or better in each eye (or both together), uncorrected, means an unrestricted permit. Vision worse than 20/40 but correctable to at least 20/50 results in a corrective-lens restriction. Vision worse than 20/70 that can’t be corrected is a failing result.6Legal Information Institute. If you did not complete the knowledge exam through your driver education course, you take it at the office. It’s 30 multiple-choice questions on Texas traffic laws, road signs, and safe driving, and you need at least 21 correct (70%) to pass.3Texas Department of Public Safety. Texas Learners License – Teen
DPS then collects your thumbprints, signature, and photograph. You pay the $16 application fee by credit card, cash, check, or money order.7Department of Public Safety. Driver License Fees If everything checks out, you leave with a temporary paper permit that day, and your permanent card arrives by mail within a few weeks.
Who Qualifies for a Texas Learner Permit
You must be between 15 and 17 years old and have finished the required classroom hours of a state-approved driver education course. If your course uses the concurrent method, that means at least six hours of classroom instruction before you apply. If you’re using the block method, all 24 classroom hours must be finished before you apply.3Texas Department of Public Safety. Texas Learners License – Teen
A parent or legal guardian must consent to the application and generally needs to be at the DPS office with you. Documents to Bring to Your Appointment
Missing a document means rescheduling. Assemble everything below before your visit.
- Proof of identity, such as a valid U.S. passport or certified birth certificate.8Texas Department of Public Safety. Apply for a Texas Driver License
- Proof of U.S. citizenship or lawful presence. A U.S. birth certificate, passport, or Permanent Resident Card works; non-citizens must show documentation of lawful immigration status.
- Two proofs of Texas residency showing your name and Texas address, such as a utility bill, lease, bank statement, or mortgage document. - Your Social Security number. DPS verifies it electronically with the Social Security Administration, so your name on the application must match SSA records exactly or the application can’t be processed.10Texas Department of Public Safety. Form DL-57 – Identification Document Information
- Your driver education certificate. Approved courses issue a DE-964 or DEE-964 (or DE-964E for public school courses) showing classroom completion.3Texas Department of Public Safety. Texas Learners License – Teen
- A Verification of Enrollment (VOE) form, or your high school diploma or GED if you already have one. Texas law requires minors under 18 who haven’t graduated to prove they’re enrolled in school.11Texas Department of Public Safety. Verification of Enrollment and Attendance
- The completed application form (DL-14B for applicants under 17 years and 10 months, DL-14A for older applicants).
All new Texas licenses and IDs are now issued REAL ID–compliant by default, so the documents above already satisfy those rules. No separate request is needed.12Texas Department of Public Safety. REAL ID
If You’re 18 or Older
Adults don’t get a learner license in Texas at all. If you’re 18 or older and have never held a driver license, you apply directly for a full license and complete both the written knowledge exam and the driving skills test at DPS in a single process.8Texas Department of Public Safety. First-time applicants between 18 and 24 must complete a six-hour adult driver education course before applying. New Texas residents over 18 who already hold a valid license from another state don’t have to take driver education. Adult applicants use Form DL-14A and don’t need a VOE form or parental consent, but the identity, citizenship, residency, and Social Security documentation is the same as for minors.
The Short Version
Book the appointment online. Take the driver education course online. Take the knowledge test through the course if you can. Fill out the application form at home. Then show up at DPS with your documents, pass the vision exam, get fingerprinted and photographed, pay the $16 fee, and walk out with a temporary permit. That’s as close to “online” as Texas allows.
