Can You Open Carry a Pistol in Kentucky at 18?

Yes. If you are at least 18 and can legally possess a firearm, you may openly carry a pistol in Kentucky without a permit, license, or registration. The state has never required a permit for open carry, and the Kentucky State Police confirm that no general statute governs the practice beyond a short list of location-specific restrictions.1Kentucky State Police. Open Carry Age Is 18, Concealed Carry Age Is 21

Kentucky law prohibits anyone under 18 from possessing a handgun outside a handful of supervised activities.2Justia Law. Kentucky Revised Statutes 527.100 – Possession of Handgun by Minor Once you turn 18, no age-based rule stops you from carrying a handgun openly.

Concealed carry is different. Kentucky’s permitless concealed carry law, in effect since June 2019, is only available to people 21 or older who can legally possess a firearm. The Kentucky State Police state it directly: “Persons under age 21 may be eligible to possess a firearm, but are not allowed to carry the firearm (or other deadly weapon) concealed in Kentucky.”3Kentucky State Police. Permitless Carry So at 18, 19, or 20, open carry is on the table and concealed carry is not.

One caveat on currency: in early 2026 the Kentucky legislature passed a bill that would lower the concealed carry age to 18. If it becomes law, the age gap disappears. Check the Kentucky State Police for the current status before relying on 21 as the concealed-carry floor.

Getting a Handgun When You’re 18 to 20

Here is the practical wall for anyone under 21. Federal law bars licensed firearms dealers from selling or transferring a handgun to anyone under 21.4Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts Walking into a gun store and buying a pistol is not an option at 18.

Federal law does not, however, prohibit private handgun transfers to people 18 and older. The federal juvenile handgun prohibition in 18 U.S.C. § 922(x) defines “juvenile” as someone under 18, so an 18-year-old sits outside it.4Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts That leaves two realistic paths in Kentucky:

  • Buying from a private party (not a licensed dealer) within the state. No federal background check is required for these transactions, but the seller cannot knowingly transfer a firearm to someone who is legally prohibited from possessing one.
  • Receiving the pistol as a genuine gift from a parent, family member, or other person. The gift must be real. Anyone who buys a handgun from a dealer while intending it for someone else, and then signs the federal paperwork as the actual buyer, is committing a straw purchase, which is a federal crime even when the recipient could legally have owned the gun.

Handguns in a Vehicle

Because 18-to-20-year-olds can openly carry but not conceal, whether a pistol in a car counts as concealed becomes a live question. Kentucky law answers it. A firearm stored in any factory-installed compartment of a vehicle, including the glove compartment, center console, or seat pocket, is not considered concealed, whether or not the compartment is locked.5Justia Law. The same statute adds a broader protection. No person or organization, public or private, may prohibit someone who legally possesses a firearm from keeping it in their vehicle in compliance with the law.5Justia Law. An employer who fires, disciplines, or demotes an employee for lawfully keeping a firearm in their vehicle can face civil liability and a court injunction.6Kentucky Legislative Research Commission. Where Open Carry Is Not Allowed

This is where most online summaries get Kentucky law wrong. The long lists of prohibited locations you’ll see cited, including police stations, courthouses, and government meetings, come from KRS 237.110(16), which governs concealed carry. Those restrictions do not apply to open carry. School Property

It is a felony to possess any firearm, openly or concealed, in any public or private school building, on school grounds, on a school bus, or on athletic fields and recreation areas operated by a school board. The penalty runs up to five years in prison and a $10,000 fine. Adults who are not students get one narrow allowance: a firearm may remain inside a vehicle on school property as long as it is not removed from the vehicle or brandished.

Bars and Alcohol Establishments

You cannot possess a loaded firearm in the room where alcohol is sold by the drink at a licensed establishment.7Kentucky Legislative Research Commission. Kentucky Revised Statutes 244.125 – Prohibition Against Possession of Loaded Firearm in Room Where Alcoholic Beverages Are Being Sold by the Drink The restriction does not apply to bona fide restaurants with seating for at least 50 people that earn less than half their food and beverage revenue from alcohol. It also does not apply to the establishment’s owner, manager, or employees, or to law enforcement. A loaded firearm found in violation is subject to forfeiture.

Federal Property and Private Property

Federal facilities such as courthouses, post offices, and military installations prohibit firearms under federal law, and that overrides state carry permission. Private property owners and businesses may also prohibit firearms on their premises. Local governments may prohibit concealed carry in government-owned buildings when properly signed at the entrance.8Kentucky Legislative Research Commission. Who Cannot Carry at Any Age

Meeting the age rule is not enough. Kentucky law bars anyone convicted of a felony in any state or federal court from possessing a firearm unless granted a full pardon by the Governor or the President. Possessing a handgun after a felony conviction is a Class C felony, more serious than possessing a long gun, which is a Class D felony.9Kentucky Legislative Research Commission. Federal law adds its own list. Penalties for Getting It Wrong

Consequences depend on what was violated, and they escalate quickly on a second offense.

At 18, the specific trap to avoid is drifting from open to concealed. A pistol tucked under an untucked shirt, in a waistband holster hidden by a jacket, or in a bag is concealed under Kentucky law even if it was legal in a hip holster ten seconds earlier. Keep it visible, or keep it in a factory-installed vehicle compartment, and you stay inside the rule.
