You can register a car in Colorado with an out-of-state driver’s license. When the Clock Actually Starts

This catches people. Take a job your first week in the state and your 90-day registration window opens immediately, not three months later. There is no separate grace period for “becoming” a resident before the deadlines run.
What to Bring to the County Office

Identification
A current out-of-state driver’s license meets Colorado’s “Secure and Verifiable Identification” requirement.2Department of Revenue – Motor Vehicle. Registration Requirements That’s the piece that answers the underlying question: yes, your existing license is enough at this step.
Proof of Colorado Address
Bring a document showing your Colorado address, dated within the last year. Acceptable options include:
- A computer-generated bill from a utility company, credit card company, or medical provider
- A bank statement or pre-printed pay stub
- First-class mail from a government agency or court
- A current homeowner’s, renter’s, or motor vehicle insurance policy
- A mortgage, lease, or rental agreement showing your Colorado address

Title or Current Out-of-State Registration
Bring your vehicle title. If an out-of-state lender holds the title, your current out-of-state registration works instead, as long as it hasn’t been expired for more than six months.4Department of Revenue – Motor Vehicle. Colorado Auto Insurance
Your vehicle must be covered by a Colorado policy meeting the state’s minimum liability limits: $25,000 per person for bodily injury, $50,000 per accident for bodily injury, and $15,000 per accident for property damage.6Colorado Division of Insurance. VIN Verification
Every vehicle coming from out of state needs a VIN verification, a physical inspection confirming the number on the vehicle matches your ownership documents. One exception: if your out-of-state title’s “previous title” field reads “MSO” (indicating it was originally issued from a Manufacturer’s Certificate of Origin), the VIN inspection is waived.7Department of Revenue – Motor Vehicle. Emissions Certificate (Some Counties Only)
Emissions testing is required only in Boulder, Broomfield, Denver, Douglas, and Jefferson counties, plus parts of Adams, Arapahoe, Larimer, and Weld counties.8Colorado Department of Revenue – Division of Motor Vehicles. What It Costs
Colorado has no flat registration fee. Your total is assembled from a dozen or so line items driven mostly by your vehicle’s MSRP, weight, and age.
The largest piece is the Specific Ownership Tax. Colorado takes 85% of the original MSRP (for standard passenger vehicles) and multiplies by a rate that declines with age: 2.10% in year one, down to 1.20% by year three, continuing to decline until it flattens at $3 per year after year ten.11Department of Revenue – Motor Vehicle. On top of that, weight-based FASTER road and bridge safety surcharges add roughly $25 to $50 for most passenger vehicles, plate and administrative fees run another $20 to $30, and vehicles less than seven model years old pay an additional $9 age-of-vehicle fee. Realistic ballpark: a three-year-old, 4,000-pound SUV with a $35,000 MSRP lands around $425 all-in. Newer or pricier vehicles pay more because the ownership tax dominates the total. Older vehicles with modest MSRPs can come in under $100.
What Happens If You Miss the 90-Day Deadline
Late registration gets expensive quickly. The late fee is $25 for each month or partial month the vehicle sits unregistered, capped at $100. You also owe prorated registration taxes and fees going back to the date you became a resident, meaning you pay for every month you should have been registered.13Justia Law. Driving on expired out-of-state plates past the deadline can also draw a citation. Failing to title or register within 90 days of becoming a resident carries a potential fine of $300 or up to 10 days in county jail, plus a civil penalty of $500.14Colorado General Assembly. When You Don’t Have to Register in Colorado at All
Two groups can keep their out-of-state plates and skip Colorado registration entirely.
Full-time students temporarily living in Colorado for school aren’t required to register here, provided they hold a valid driver’s license from their home state and are classified as non-residents for tuition purposes by their institution.1Department of Revenue – Motor Vehicle. Welcome to Colorado If the school later reclassifies you as a resident for tuition, the standard deadlines start running.
Active-duty military stationed in Colorado but legally resident in another state don’t owe Colorado’s Specific Ownership Tax on a personal vehicle. To claim the exemption, file form DR 2667 with your military ID, a copy of your orders, and a current leave and earnings statement.15Colorado DMV. Temporary Permits While Paperwork Catches Up
If your lender or former state’s title office is slow, a temporary permit at roughly $7.66 keeps you legal in the meantime.16Pitkin County, CO. Temporary Permit Duration depends on the situation: private purchases with a loan typically get 30 to 45 days, private purchases without a loan get 14 days, and dealer temporary tags usually cover 45 to 60 days. If documents still haven’t arrived, you can request a 14-day extension.
One more housekeeping item that isn’t Colorado’s problem but will become yours: the county won’t collect your old plates. Most states require you to surrender or formally cancel them, and some will keep billing you for registration or tolls until you do. Check with your former state’s DMV before the plates come off the car.
