Can You Renew a Learner’s Permit in NY? Fees, Documents & Expiry

You can renew a learner’s permit in NY as long as it has not been expired for two years or more. Renewal is done in person at a DMV office or by mail; there is no online option for learner permits. If your permit has been expired for two years or longer, you cannot renew and must apply as a new permit holder, including retaking the written knowledge test.1Genesee County, New York. A New York learner’s permit runs for roughly five years, with the exact expiration tied to your date of birth and application date.2Department of Motor Vehicles. How to Submit Your Renewal

You have two ways to renew: walk into a DMV office, or send the paperwork by mail.

In Person

Bring your original identity and residency documents, your current or recently expired permit, and a completed Application for Permit, Driver License or Non-Driver ID Card (Form MV-44). You can download the MV-44 ahead of time or fill it out at the office.3NY DMV. The DMV usually issues a temporary permit document at the counter so you can keep driving under permit restrictions while the permanent card is produced and mailed.

By Mail

Documents You’ll Need

New York uses a point-based identification system. You need proof of your Social Security number, proof of citizenship or lawful immigration status, proof of New York State residency, and enough identity documents to total at least six points.5New York State Department of Motor Vehicles. The main categories:

  • Social Security: original Social Security card (2 points), or you can write the number on the MV-44 if you don’t have the card. Writing the number on the form does not work for Enhanced or REAL ID permits.
  • Citizenship or lawful status: a U.S. passport (4 points), certificate of naturalization (3 points), or U.S. birth certificate (0 points but satisfies the citizenship requirement). Foreign nationals can use a foreign passport with a valid I-551 stamp (4 points) or an unexpired permanent resident card (3 points).6New York State Department of Motor Vehicles.   • Residency: at least one document with your current New York address pre-printed on it, such as a bank statement, utility bill, or pay stub. P.O. boxes don’t count. Printed electronic statements are accepted.

Renewal Fees

New York calculates permit and license fees by age and permit class, and the fee covers the full permit-to-license period rather than a single year. For a standard Class D or DJ permit:

  • Ages 16 to 18: $76.75 to $92.50
  • Ages 18 to 21: $76.75 to $80.00
  • Ages 21 and older: $64.25 to $67.50

If you live in one of the Metropolitan Commuter Transportation District counties (the five NYC boroughs plus Dutchess, Nassau, Orange, Putnam, Rockland, Suffolk, and Westchester), add $1.00 for every six months the permit will be in effect. You can pay by credit or debit card, personal check, or money order made out to “Commissioner of Motor Vehicles.” Cash works in person.

If Your Permit Has Been Expired Two Years or More

You cannot renew. There are no exceptions. You have to apply for an original permit, which means retaking the written knowledge test, providing all identity documents from scratch, and paying the full application fee.1Genesee County, New York. Driving on an Expired Permit

Driving on an expired learner’s permit in New York is treated the same as driving without a license. Under the Vehicle and Traffic Law, operating a vehicle on a public road without a valid permit or license is punishable by a fine of $75 to $300, up to 15 days in jail, or both. If your permit expired within the last 60 days, the maximum fine drops to $40.8New York State Senate. Standard, REAL ID, or Enhanced at Renewal

Renewal is a chance to choose the permit type that fits how you’ll use it. Since May 7, 2025, federal agencies enforce REAL ID requirements, so a standard learner’s permit is no longer accepted for boarding domestic flights or entering certain federal buildings.9Transportation Security Administration.   • Standard permit: fine for driving and basic identification. Not accepted for domestic air travel or federal facility access.
  • REAL ID permit: meets federal identification requirements for air travel and federal buildings. Same documents as a standard permit, except your Social Security proof must be the physical card or another qualifying document rather than just writing the number on the form.

Processing Time and What Renewal Doesn’t Reset

Allow about three weeks for the DMV to process the renewal and mail your new permit to the address on file.11New York State Department of Motor Vehicles. If you renewed in person, the temporary document from the counter covers you under permit restrictions until the card arrives.

A renewal buys you more time; it does not reset the other requirements for a full license. Before scheduling a road test, you still need to complete a 5-hour pre-licensing course (or a 48-hour driver education program through a high school or college). Class DJ or MJ permit holders need at least 50 hours of supervised practice driving, with a minimum of 15 hours after sunset.
