You cannot renew a PA learner’s permit online. PennDOT’s online Driver and Vehicle Services portal handles non-commercial driver’s licenses and photo ID cards, but a learner’s permit is valid for one year and must be renewed or extended using Form DL-31, submitted by mail or in person.1Commonwealth of Pennsylvania. Renewing a Learner’s Permit in Pennsylvania
A Pennsylvania learner’s permit is good for one year. To extend it or get a replacement, you use Form DL-31 rather than the online portal.1Commonwealth of Pennsylvania. What PennDOT Does Let You Renew Online
The online system is for products that already carry your verified photo and identity information: a non-commercial Class C driver’s license or a Pennsylvania photo ID card.3Commonwealth of Pennsylvania. Two credentials are shut out of online renewal:
- Learner’s permits, which use Form DL-31 as described above.

If you do hold a regular driver’s license or photo ID, a standard four-year online renewal costs $39.50, and drivers 65 and older can pick a two-year renewal for $27.50.2Commonwealth of Pennsylvania. Payments and Fees You log in with your license number, date of birth, and the last four digits of your Social Security Number, pay by Visa, MasterCard, Discover, or American Express, and print a receipt that works as a temporary driving document for 15 days.6Commonwealth of Pennsylvania. When Online Renewal Is Not an Option
Even for a license or ID, PennDOT blocks the online path in a few situations, and each one sends you to a Driver License Center:
- Your license expired more than six months ago. Online renewal only works if the card is currently valid or has been expired for less than six months. - You’re getting your first REAL ID. PennDOT has to verify your birth certificate or passport, Social Security card, and two proofs of Pennsylvania residency in person before your first REAL ID is issued. - You have outstanding sanctions or suspensions in another state that would keep PennDOT from issuing a new product.3Commonwealth of Pennsylvania. Online Driver and Vehicle Services
Mail is the other alternative for licenses and IDs. PennDOT sends a renewal invitation (Form DL-60A or DL-60R) before expiration, and you can also download Form DL-143 from the PennDOT site and mail it with a check, money order, or card payment to the Bureau of Driver Licensing in Harrisburg.9Commonwealth of Pennsylvania. Don’t Drive on an Expired Credential
The six-month window for online renewal eligibility is not permission to drive. Driving after your operating privilege has been suspended, revoked, or cancelled is a summary offense under 75 Pa.C.S. ยง 1543, carrying a $200 fine.11Pennsylvania General Assembly.
