You can turn left on red in Pennsylvania only in one situation: when you are turning from a one-way street onto another one-way street and no sign forbids it. Every other left on red is illegal. The One Legal Scenario
Under 75 Pa. C.S. § 3112, a driver facing a steady red signal may turn left only when both the street they are on and the street they are turning onto are one-way roads.1Pennsylvania General Assembly. Before you turn, come to a complete stop behind the crosswalk or stop line. Yield to pedestrians and to any vehicles with the right of way. If the intersection isn’t clear, wait. There is no grace period for nudging through.
Pennsylvania does not allow a left on red from a two-way street onto a one-way street, even though some other states do. If your movement would cross an oncoming lane of traffic at any point, the turn is illegal on red.
Posted Signs Override the Rule
Even at an intersection that otherwise qualifies, a posted “No Turn on Red” sign controls. Municipalities install these signs where engineering studies flag sight-line problems, heavy pedestrian volumes, unusual geometry, or a history of turning-vehicle crashes. These signs are common on the one-way grids of downtown Philadelphia and Pittsburgh, where the geometry would otherwise invite constant left-on-red turns through crowded crosswalks. At an unfamiliar intersection, assume the turn is prohibited until you have looked for signage.
What Happens at a Dark or Broken Signal
When a signal goes completely dark, Pennsylvania treats the intersection as a four-way stop.2Commonwealth of Pennsylvania. A left turn is legal in that situation the same way any movement through a stop-controlled intersection is legal, so long as you yield properly. The same applies during power outages.
Fine and Points for an Illegal Left on Red
Running a red light is a summary offense under § 3112. How Points Snowball
The first time your record reaches six or more points, PennDOT requires you to pass a written Special Point Examination or complete Driver Improvement School within 30 days of notification. If your total drops below six and climbs back to six a second time, the consequences increase: a departmental hearing, mandatory Driver Improvement School, and a possible 15- or 30-day suspension. Another violation within 12 months of passing the Special Point Exam triggers a hearing even if your total is still below six. Insurance is the quieter cost. A red-light conviction typically lifts your premium at renewal. Increases of 20 to 50 percent or more are common for a single moving violation, and the surcharge often lasts three to five years. A $25 fine can produce hundreds or thousands of dollars in added premiums over that stretch.
If the Turn Causes a Crash
An illegal left on red that leads to a collision rarely ends with one ticket. Failure to yield, careless driving, and driving too fast for conditions can each be charged separately, stacking fines and points. If the facts show willful or reckless disregard for safety, prosecutors can add reckless driving under 75 Pa. Civil liability sits on top of any criminal penalty. A driver who ran the red and caused the crash is almost always at fault, and injured parties can pursue damages for medical bills, lost wages, and pain and suffering. That is where the real financial exposure lives.
Camera Tickets Work Differently
Pennsylvania allows automated red-light cameras in Philadelphia, Pittsburgh, and certain municipalities with at least 20,000 residents and accredited police departments in qualifying counties. Under 75 Pa. C.S. § 3116, a camera-issued violation carries a $100 fine, but it does not add points and cannot be used for insurance merit rating.10Pennsylvania General Assembly. The distinction matters. An officer who witnesses the same illegal left turn writes a citation that puts three points on your record and shows up to your insurer. A camera ticket does neither. That’s why the camera fine is set higher than the base fine for an officer-issued ticket, and why the long-term cost of the two is very different despite the higher sticker on the camera version.
Commercial Drivers Face More
If you hold a CDL, the federal rules add another layer. Certain offenses committed in a commercial vehicle count as “serious traffic violations.” A second serious violation within three years disqualifies you from operating a commercial vehicle for 60 days, and a third within that window brings 120 days.11eCFR. 49 CFR 383.51 – Disqualification of Drivers The qualifying list includes reckless driving, excessive speeding, improper lane changes, and traffic-control violations tied to a fatal crash. A routine left-on-red ticket by itself would not usually trigger disqualification, but a reckless driving charge arising from the same incident can, and the federal penalty runs alongside whatever Pennsylvania imposes.
