You can make a right turn on red in Maryland at almost any intersection, but only after coming to a complete stop and yielding to pedestrians, cyclists, and any vehicle with the right of way. Stop Completely, Then Yield

Posted “No Turn on Red” Signs
A “No Turn on Red” sign is absolute. Some apply only during posted hours, so read the whole sign before assuming it lets you through off-peak. Montgomery County has been the most aggressive jurisdiction on this: over 200 signs have been installed at intersections in high-density areas including Bethesda, Silver Spring, Wheaton, and Friendship Heights, along with town centers like Germantown, Glenmont, Twinbrook, and White Flint.2Montgomery County Government. Red Arrows
A steady red arrow is not the same as a circular red. When a red right-turn arrow is displayed, you cannot enter the intersection to make that movement, period. You wait for a green signal. Pedestrians and Cyclists in the Crosswalk

Cyclists deserve special attention on a right turn. The “right hook,” where a driver turning right cuts across a cyclist going straight in the same direction, is the classic collision pattern at these intersections. Maryland requires drivers to yield to cyclists in bike lanes and when turning right, and a failure to yield can establish negligence in a civil claim.
Fines and Points
Maryland’s traffic fine schedule sets the numbers:

Points stack. At 5 to 7 points, the MVA requires a Driver Improvement Program. At 8 to 11, suspension proceedings begin. At 12 or more, your license is subject to revocation. A single right-on-red violation tied to an accident already puts three points on your record, so the buffer is thinner than most drivers assume.
Camera Tickets vs. Officer Tickets
How you get caught changes the consequences. Under Section 21-202.1, a red-light camera citation is a civil penalty capped at $100. An officer-issued ticket is the opposite: points attach, the violation lands on your driving record, and Maryland insurers can factor it into your rate. If an officer sees the violation in person, you get the standard ticket regardless of whether cameras are also operating at that intersection.
Left Turn on Red: A Narrow Exception
Maryland does permit left turns on red, but only from a one-way street onto another one-way street, and only after the same complete stop and yield. Why Fault Matters More in Maryland
Maryland is one of only five U.S. jurisdictions that still follow pure contributory negligence. For right-on-red situations, that cuts sharply in both directions. A driver who turns without stopping and hits someone with the right of way will almost certainly carry full liability. But a driver who had the right of way and gets hit by a turning car can lose their entire claim if any small contributing factor on their side, like speeding or running a stale yellow, can be pinned on them.
