You cannot use an EBT card without a PIN in California in any normal situation. The Golden State Advantage card requires your four-digit PIN for in-store purchases, online grocery orders, and ATM withdrawals, and the newer chip-and-tap cards still prompt for it at checkout. The only exception is a paper voucher process that a retailer may use when its payment system is down, and it isn’t something you can request on demand. The One Exception: Manual Voucher During a System Outage

When a store’s electronic payment system goes down, some retailers can process a CalFresh purchase on a paper voucher instead of the terminal. The process is retailer-driven, not customer-driven. The store calls the state’s EBT processor for an authorization number, which confirms funds and places a hold on the purchase amount. The clerk fills in your card number, the total, and the authorization number on the voucher; you print your name, sign it, and keep your copy. Don’t treat this as a way around a forgotten PIN. Outages are uncommon, many stores don’t keep the forms on hand, and those that do will only use them when their terminals actually fail. If the system is up and you can’t remember your PIN, the cashier can’t push the sale through.

How to Reset a Forgotten PIN

If you’ve forgotten your PIN or need to set one for the first time, you have three ways to handle it. The phone option is fastest and runs around the clock.

Your new PIN cannot start with zero. Avoid obvious patterns like 1234 or 1111, and stay away from your birth year or the last four digits of your Social Security number, since those are the first guesses a thief will make with a stolen card.

Letting Someone Else Shop for You

If a disability, illness, or other circumstance keeps you from shopping yourself, California lets you designate an authorized representative or alternate cardholder.
