How to Search the Map

Open the public mapping portal from the county’s GIS Services page.1Carteret County, NC. GIS Services The search box accepts three inputs: an owner name, a street address, or a 15-character parcel number. The parcel number encodes the map, block, and lot layout for the property; you’ll find it on a prior tax bill or on the recorded deed at the Register of Deeds.

Partial searches work. A last name or a rough address returns a list of matches you can click through until you land on the right parcel. Once the map centers on the property, a layers menu lets you turn aerial photography, topographic contours, and flood zone overlays on and off. Aerials are useful for seeing how houses, driveways, and tree lines sit relative to the drawn boundary. What the Parcel Details Show

Each parcel record pulls from the county’s assessment file. Core fields include total deeded acreage, total square footage of structures, and heated square footage for residential buildings. A land-use code and description tell you how the parcel is classified for tax purposes, whether residential, commercial, agricultural, or vacant. Layered over the parcel lines are the district boundaries that shape a tax bill. The map identifies which fire district, rescue district, township, and city limits (if any) a parcel falls within. Each district can levy its own rate on top of the base county rate, so two parcels of identical value can owe different amounts depending on where they sit. The portal also carries a sales search that lets you pull up recent transactions in a neighborhood, which is helpful if you’re trying to gauge how your assessed value compares to what similar properties have sold for.

The Map Is Not a Survey

This is where property owners get into trouble. The tax map is precise-looking and useful, but under North Carolina law it is not legal evidence of the size, shape, location, or boundary of any parcel. It’s an inventory tool built for tax administration.

The parcel lines are compiled from recorded deeds, plats, and other public records. They are interpretations of those documents, not field-verified measurements. If you need to know exactly where your line falls, whether for a fence, a construction project, or a dispute with a neighbor, hire a licensed surveyor. A parcel the map shows as five acres may survey out to 4.8 or 5.3, and the difference can matter for setbacks, septic permits, and sale negotiations. If a dispute survives the survey, it goes to civil court, not the tax office.

Why the Values Look the Way They Do

Between revaluation years, assessed values generally hold steady unless something specific triggers a change, such as new construction, demolition, or a rezoning. If you bought after the January 2025 valuation date and your purchase price doesn’t match the assessed value on the map, that’s normal. The county values property uniformly through mass appraisal rather than tying each parcel to its most recent sale price, so a mismatch doesn’t by itself indicate an error.

If You Think the Assessed Value Is Wrong

Start with an informal conference with Tax Administration staff to walk through the data on your parcel.
