Who Gets the Ticket

How to Contest a Citation

Administrative Hearing
Submit a written challenge using the city’s form. The hearing happens at the Cedar Rapids Police Department before an impartial appeals board, which either upholds or dismisses the citation. Small Claims Court
You can instead ask the city to file the case as a municipal infraction in the Small Claims Division of the Iowa District Court for Linn County. A judge or magistrate hears it. What Happens If You Don’t Pay
The ticket does not disappear. If a citation stays unpaid for 60 days, Cedar Rapids sends it to Municipal Collections of America. If collections can’t recover the fine, the city can file a municipal infraction in civil court within one year of the violation date, which tacks on $100 in court costs and fees.
Beyond that, Cedar Rapids can use Iowa’s State Offset Program to intercept state tax refunds and certain benefit payments to satisfy the debt. You may never hear from a collector, and still find your next Iowa tax refund reduced by the amount of the unpaid ticket.
