Identity Theft and Forgery in a Rental Scam
In August 2025, Scott County prosecutors charged Collier, 38, with felony forgery and felony identity theft. Police allege the scheme grew out of her accounting practice. Her own rental application for a property on Greystone Court in the Pebble Creek Subdivision in Le Claire was denied on March 28, 2024. On August 22, 2024, police say she submitted a new application to Ace Rental Property using the client’s name, Social Security number, driver’s license, employment details, and tax documents, and forged an online lease agreement the same day. Felony Second-Degree Theft Over Unpaid Client Taxes
A separate felony charge dates to April 2023, when the Davenport Police Department investigated a report that Collier, then using her maiden name Latisha Griffin, had taken $8,788 from a client to cover the client’s federal and state tax bills but never sent the money to the taxing authorities.3Our Quad Cities. According to police affidavits, the client paid the full amount on April 26, 2023, and received a receipt breaking it down as $40 to Iowa for 2022, $457 to Illinois for 2022, $4,159 to the IRS for 2022, and $4,132 to the IRS for 2021. The client later received IRS notices, incurred penalties, and lost the original payment. Collier was charged with felony second-degree theft, arrested on a warrant, and released on bond. November 2025 Drug Possession Arrest
On November 6, 2025, Bettendorf police stopped a vehicle carrying Latisha and her husband, Keith Michael Collier, and found roughly two ounces of marijuana inside. Latisha was charged with drug possession, the less serious of the two charges filed that morning, while Keith was charged with possession with intent to deliver. Reporting on the more recent arrests noted that Collier’s earlier record includes charges for felony check fraud and driving with a suspended license.4KWQC. Where the Cases Stand
As of late 2025, all three matters remained open: the August 2025 felony identity theft and forgery charges, the felony second-degree theft charge tied to the 2023 tax-payment investigation, and the November 2025 drug possession charge from the Bettendorf traffic stop. Her husband Keith, who served a 14-year sentence for distributing crack cocaine and was released in early January 2025, picked up his own additional charges in the same window, including two Class C felony controlled substance counts filed on November 20, 2025 for allegedly selling K2 to a confidential source in October 2025.5KWQC.
