Driver’s Licenses and State IDs
The Cheboygan branch processes new license applications, renewals, replacements, and state ID cards. One thing it does not do is administer the driving skills test. You can join the Michigan Organ Donor Registry during any license or ID transaction; a red heart symbol on your card confirms enrollment.
Vehicle Titles and Registration
Buy a vehicle from a private seller and you have 15 days from the date of sale to transfer the title. The form you want is the TR-11L, the Application for Michigan Vehicle Title. It asks for the vehicle identification number, odometer reading, purchase price, and buyer and seller information. Michigan collects a 6% use tax on the purchase price at the time of transfer.5Michigan Legislature. Watercraft and Snowmobile Registration
Boat and snowmobile owners can register or renew at the Cheboygan branch. Bring proof of ownership and be ready to pay the applicable fees and use tax.
Voter Registration
Michigan residents who have moved, turned 18, or become newly eligible can register at any Secretary of State office. More than 14 days before an election, Cheboygan can handle it on the spot. Documents to Bring
For license and ID transactions, the requirements fall into three categories every time:
- Legal presence: a U.S. passport, birth certificate, certificate of naturalization, or immigration documents proving lawful presence.
- Social Security number: your Social Security card is the simplest option. A W-2, 1099, or pay stub showing your full SSN also works. If you’re not eligible for an SSN, bring a letter of ineligibility from the SSA dated within the last 30 days.
- Michigan residency: two documents showing your name and physical Michigan address, dated within the last 90 days. Utility bills, bank statements, insurance documents, and lease agreements all qualify.
For vehicle transactions, bring the completed TR-11L, the signed-over title from the seller, proof of Michigan no-fault insurance, and payment for the use tax and fees. REAL ID and Enhanced Licenses
Since May 7, 2025, federal law requires a REAL ID-compliant license or another acceptable document to board domestic flights, enter military bases, and access certain federal buildings. The conversion costs nothing extra if you do it at the same time as a renewal or replacement. Otherwise a $9 correction fee applies for a license and $10 for a state ID. Michigan also offers an enhanced driver’s license, which is REAL ID-compliant and doubles as a border-crossing document for land and sea travel to Canada, Mexico, Bermuda, and the Caribbean. Fees and Payment
The office accepts cash, checks or money orders made out to “State of Michigan,” and Visa, Mastercard, American Express, and Discover. Apple Pay, Google Pay, and Samsung Pay also work. Permanent licenses and vehicle titles are mailed to your address on file after the transaction and typically arrive within a few weeks. The paper document you leave with is legally valid in the meantime.
When You Can Skip the Office

Michigan also runs self-service kiosks in retail locations that renew car, motorcycle, snowmobile, and watercraft registrations, plus license and ID renewals or replacements when no new photo is needed.14Michigan SELF-SERVICE STATION. The nearest listed kiosk is at the Alpena Meijer, roughly 60 miles south on M-32, so for most Cheboygan residents the online portal is the more practical alternative when the branch itself isn’t required.
