Chokwe Lumumba: Bribery Charges, Primary Loss, and Owens Plea

Former Jackson, Mississippi, Mayor Chokwe Antar Lumumba is facing a federal bribery case built on an FBI sting operation, in which prosecutors say he accepted $50,000 disguised as campaign checks in exchange for using his office to help undercover agents posing as hotel developers. He was indicted on November 7, 2024, on five federal counts and faces up to 75 years in prison and fines of up to $1.5 million if convicted on all of them.¹² He has pleaded not guilty. Trial is scheduled to begin July 13, 2026, in Jackson and is expected to last six weeks.³

What Prosecutors Say Lumumba Did

The core allegation centers on a single trip. In April 2024, Lumumba flew to Fort Lauderdale, Florida, on a private jet paid for by the FBI and met the undercover agents on a yacht equipped with recording devices. According to the indictment, he received an envelope containing five $10,000 checks totaling $50,000. He then called a Jackson city employee and directed that the submission deadline for the hotel project’s Request for Qualifications be moved up, a change prosecutors say was designed to benefit the agents’ front company.⁴ The checks were later deposited into his campaign account.¹

Lumumba had been introduced to the agents at a dinner two months earlier, in February 2024, by Hinds County District Attorney Jody Owens. Owens told him background checks had confirmed the men were not FBI agents.⁵

How the Sting Was Built

The operation, called “Operation Capitol Matters,” began in late 2022. FBI agents created a front company, Facility Solutions Team, incorporated in Miami in June 2023, and posed as out-of-state real estate developers interested in a 7.75-acre site across from the Jackson Convention Complex. Two confidential human sources played the developers, and an agent played their wealthy investor boss during recorded meetings on a yacht.⁵⁶

Prosecutors describe Owens as the sting’s key intermediary, or “fixer.” He allegedly received $125,000 in cash at a Fort Lauderdale meeting in December 2023, advised the agents to structure their bribes as campaign donations to keep them “documented and above board,” and offered to run payments through shell companies tied to businesses he controlled.⁶

Two other Jackson officials were caught up in the operation. City Councilman Aaron Banks allegedly solicited a $50,000 bribe for his vote on the project and accepted an initial $10,000 in cash along with promises of a job for a family member. Former Councilwoman Angelique Lee allegedly took $10,000 in debt repayment, $3,000 in cash, and a $6,000 luxury shopping trip.¹ Owens’s cousin Sherik Marve Smith was identified as a middleman.⁷

In May 2024, the FBI executed raids and seized about $20,000 from a lockbox disguised as a book titled The Constitution of The United States of America in Owens’s office. Roughly $9,900 of that cash had serial numbers matching payments from the undercover sources.⁸

The Charges Against Lumumba

The 32-page indictment, unsealed November 7, 2024, in the U.S. District Court for the Southern District of Mississippi, charged Lumumba with five counts:

Conspiracy to commit federal program bribery, honest services wire fraud, and money laundering
Federal program bribery
Use of an interstate facility in aid of racketeering
Honest services wire fraud
Money laundering

The combined maximum exposure is 75 years in prison and up to $1.5 million in fines.¹² Lumumba pleaded not guilty at his initial appearance and was released on a $10,000 unsecured bond after surrendering his passport.³

A separate federal subpoena issued in July 2025 seeks Jackson’s records on the $89.8 million Siemens water settlement Lumumba’s administration reached in 2020. That inquiry is distinct from the indictment.⁹

Lumumba’s Response and the 2025 Primary Loss

On the eve of the indictment’s unsealing, Lumumba released a video statement denying he had accepted any bribes and calling the case a “political prosecution” aimed at damaging him ahead of his planned 2025 reelection bid. “While I am disappointed, I am not deterred,” he said, insisting he had “always acted in the best interests of the citizens of Jackson.”¹⁰

He initially ran for a third term anyway. In the April 22, 2025, Democratic primary runoff, state Senator John Horhn defeated him with roughly 75 percent of the vote to Lumumba’s 25 percent, with 79 of 80 precincts reporting.¹¹ Lumumba served out his term, held a final press briefing on June 30, 2025, and said he had no intention of running for mayor again, planning to return to his law practice.¹² Horhn was inaugurated on July 1, 2025.¹³

Pretrial Fights

Lumumba is represented by Thomas Bellinder of Jackson and Gerald Evelyn and Jeffrey Edison of Detroit; a fourth attorney, Winston Thompson, withdrew in February 2025. The case is before U.S. District Judge Daniel Jordan III.¹⁴

In February 2026, Lumumba’s lawyers moved to dismiss the charges, arguing that his phone call directing a city employee to move up the RFQ deadline was “ministerial at best” and did not qualify as the kind of “official act” federal bribery law requires. They also argued that prosecutors misled the grand jury by overstating the significance of the deadline change and misrepresenting the city’s financial position on a HUD loan. Judge Jordan rejected the motions to dismiss filed by both Lumumba and Owens on May 14, 2026.¹⁵ Lumumba and Banks also sought to sever their trial from Owens, who had been pursuing an entrapment defense.¹⁶

Discovery has been unusually heavy. Defense lawyers have reviewed 44,000 pages of records and 500 hours of audio and video, with prosecutors identifying about 150 hours of recordings as directly relevant. Banks’s attorney Carlos Tanner told the court in early 2025 that the defense had been “operating in the blind” due to late receipt of materials and that the government’s evidence extended well beyond the two-to-three-month window described in the indictment, spanning years of “multiple investigations and spinoffs.”¹⁴

The Owens Guilty Plea

Two weeks before trial, on June 29, 2026, Owens pleaded guilty to the conspiracy charge. He agreed to resign as District Attorney effective July 1, 2026, and faces up to five years in prison, with sentencing set for October 15, 2026. As part of the plea, Owens was required to concede that the prosecution was neither frivolous nor in bad faith, abandoning the entrapment argument he had pressed for more than a year.¹⁷ Prosecutors said Owens solicited and accepted at least $115,000 in cash from the undercover agents and facilitated more than $80,000 in payments to co-conspirators, including the $50,000 directed to Lumumba’s campaign.¹⁸

Two other co-defendants had already pleaded out earlier: Angelique Lee to conspiracy to commit federal program bribery in August 2024, and Sherik Marve Smith to conspiracy to commit bribery in October 2024. Sentencing for both has been delayed indefinitely.¹⁹⁷

What Happens Next

Lumumba and Banks are the only remaining defendants heading to trial, and both have kept their not-guilty pleas.² Judge Jordan denied a defense request to move the proceedings to Gulfport, so the trial will take place in Jackson beginning July 13, 2026. The court is considering drawing the jury pool from across Mississippi, with jurors commuting to Jackson for the six weeks the trial is expected to last.³
