How to Contest the Ticket
California law gives you 21 calendar days from the citation date to request an initial administrative review, or 14 calendar days from the mailing of a delinquency notice if the ticket has already gone overdue.4California Legislative Information. A city official who was not involved in issuing your ticket reviews the evidence. If they find the violation did not occur, you were not responsible, or circumstances justify dismissal, the citation gets canceled. At this stage you generally must deposit the full parking penalty before the hearing takes place. The hearing must take place within 90 calendar days after the city receives your request. You pick the format: written declaration, in person, or by telephone if the city offers it. You get one continuance of up to 21 days if you need more time. If the hearing examiner rules in your favor, your deposit is refunded.4California Legislative Information. Superior Court Appeal
If the hearing still does not go your way, the final option is filing an appeal with the Los Angeles County Superior Court within 30 calendar days of the hearing decision. The court hears the case fresh, though the city’s file is admitted as evidence. You pay a court filing fee upfront, and the city reimburses it only if you win. A court appeal usually only makes financial sense if penalties have already ballooned the amount owed, or you are fighting on principle. The filing fee alone often approaches or exceeds the original citation.
What Happens If You Ignore It
Doing nothing is the most expensive option. First come late penalties. Alhambra does not publish a specific penalty schedule on its website, but California cities routinely add fees that can more than double the original amount over time. The bigger problem is a DMV registration hold. Under California Vehicle Code sections 4760 and 4761, the DMV will not renew your vehicle registration while you have unpaid parking violations on record. If unpaid citations are referred to a collection agency, the debt can appear on your credit report and stay there for up to seven years. Newer credit scoring models ignore paid collection accounts, but older models still penalize you. Multiple delinquent tickets can also make your vehicle eligible to be booted or towed, adding hundreds in impound and storage fees on top of what you already owe.
Installment Payments If You Cannot Afford the Fine

Why You Likely Got the Ticket
Most Alhambra citations come from the citywide overnight parking ban. Two other rules generate most of the remaining tickets. Street sweeping restrictions depend on posted signs specific to each block, so if you plan to contest one, photograph the sign and your vehicle’s position before you move. If your defense is that you had a valid overnight permit, remember that permits are now virtual and tied to your license plate.
