City of Belleville Property Tax: Rates, Exemptions, and Appeals

Property taxes in Belleville, Illinois are billed and collected by the St. Clair County Treasurer, and for tax year 2026 they come in two installments: the first is due July 1 and the second is due September 1.1St. Clair County, Illinois. Collection Dates The amount you owe is built from an assessed value the county places on your parcel, reduced by any exemptions you qualify for, and multiplied by the combined rate of every taxing district your property sits inside. That means there are three places you can act to lower a bill or fix an error: the assessment, the exemptions on file, and the payment itself.

How Your Bill Is Calculated

The Illinois Department of Revenue then applies a county equalization factor, or multiplier, to bring the county’s total assessed values in line with that one-third standard.3Illinois General Assembly. Illinois Compiled Statutes 35 ILCS 200/17-5 – Equalization Among Counties For the 2025 tax year, the St. Clair County multiplier was set at 1.0000, meaning local assessments already met the statutory target.4Illinois.gov. 2025 St. Clair County Final Multiplier Announced After the multiplier, the result is your equalized assessed value (EAV). Subtract any exemptions, apply the combined tax rate from all your overlapping districts, and that is your bill.

The Taxing Districts Behind the Rate

No single government sets your rate. Each district that overlaps your parcel files an annual levy, and the sum of those levies determines what gets applied to your EAV. The City of Belleville and the Belleville Public Library appear on most bills. School districts, though, are usually the largest share.

Depending on where in Belleville you live, that could mean District 118 or District 201, and most parcels also pay a Southwestern Illinois College (District 522) levy. County services add another slice. Two homes with identical EAVs can carry different totals if they sit in different school district boundaries.

Exemptions That Lower Your EAV

Exemptions come off the EAV before the rate is applied, and most require an application through the St. Clair County Assessor’s Office. Miss the window and you pay the higher amount for the full year.

General Homestead Exemption

Owning and living in your home as your primary residence qualifies you for a $6,000 reduction in EAV.5Illinois General Assembly. At a combined rate near 8%, that saves roughly $480 a year. Once it’s on file, it renews automatically as long as the property stays your primary residence.

Senior Citizens Homestead Exemption

Homeowners 65 or older who occupy the property as a primary residence get an additional $5,000 reduction in EAV.6Illinois General Assembly. You can apply in the assessment year in which you turn 65.

Senior Citizens Assessment Freeze

This one works differently. If you’re 65 or older and total household income is $75,000 or less for taxable year 2026, you can freeze the property’s EAV at its current level.7Illinois Department of Revenue. The freeze requires filing Form PTAX-340 with the county every year.

Disabled Veterans Homestead Exemption

  • 30% to 49% disability: $2,500 annual EAV reduction
  • 50% to 69% disability: $5,000 annual EAV reduction
  • 70% or higher disability: the first $250,000 of EAV is exempt from taxation

At the 70% tier the exemption zeroes out most Belleville tax bills, since a home would need to be worth roughly $750,000 or more before its EAV exceeded the cap.

Homestead Improvement Exemption

If you renovate or add on to your primary residence, the resulting increase in assessed value is shielded from taxation for four years, up to $25,000 in assessed value ($75,000 in fair cash value).7Illinois Department of Revenue. After four years, the full improved value becomes taxable.

Appealing an Over-Assessment

If the assessed value is higher than what your home would actually sell for, you can challenge it. You’re appealing the assessment, not the tax rate. Rates are set by the levying bodies and aren’t subject to individual appeals. Timing also matters. Start Informally

Contact the township assessor or the St. Clair County Assessor’s Office and talk through the valuation first. If the assessment books are still open, a conversation with supporting documentation may fix the number without a formal proceeding.9Illinois Department of Revenue. Filing With the Board of Review

If the informal route fails, file a written complaint on Form PTAX-230 (Non-farm Assessment Complaint) with the St. Clair County Board of Review.9Illinois Department of Revenue. Your strongest evidence is recent sale prices of comparable homes, photos comparing your property to those homes, and a professional appraisal if the gap is large. A residential appraisal for this purpose typically runs $250 to $1,300.

Filing with the Board of Review is a mandatory step before going further. Paying Your Bill

The Treasurer accepts payments by mail, in person at the Treasurer’s Office (cash, check, money order, or cashier’s check), and through participating financial institutions across the county. Online payments are available as well. E-check transactions carry a $1.50 fee for amounts up to $50,000, and credit or debit card payments incur a 2.5% convenience fee with a $2.00 minimum.10St. Clair County, Illinois. For mailed payments, the U.S. Postal Service postmark counts as the official date of receipt. Miss a deadline and a penalty of 1.5% per month accrues on the unpaid balance, on the first of each month after the due date. On a $4,000 bill, that’s $60 a month.

What Happens If You Fall Behind

Unpaid Illinois property taxes don’t just pile up interest. Within 90 days after the second installment due date, the county collector applies to the circuit court for a judgment against delinquent properties and an order to sell them at a public tax sale.11Illinois General Assembly. At the sale, a buyer purchases the delinquent tax debt, not the physical property. You can still reclaim your home during the redemption period. For residential properties with one to six units, the minimum redemption period is two and a half years from the date of sale.12Illinois General Assembly. Illinois Compiled Statutes 35 ILCS 200/21-350 – Period of Redemption To redeem, you pay the original tax plus penalty interest that compounds every six months at the buyer’s winning bid rate.

If the redemption period expires unpaid, the tax buyer petitions the circuit court for a tax deed, and ownership transfers to the buyer. Penalty interest alone can double or triple the original delinquent amount over the full redemption period, and once the court issues that deed, your ownership is gone.

If Your Mortgage Escrows Taxes

When a lender collects property taxes through escrow, the lender or its tax service typically pulls your bill electronically from the county’s records and pays on your behalf. Tax bills are not mailed to mortgage companies. Even when escrow money has been forwarded months in advance, the actual payment to the county often lands close to the due date.

The part that catches homeowners: you remain responsible for making sure the taxes get paid on time. If the servicer misses a payment, the penalty attaches to your property, not to the lender. After each due date, check the Treasurer’s online portal to confirm your payment posted. If it didn’t, contact the servicer right away, put a notice of error in writing, and contact the St. Clair County Treasurer to explain the delay and ask whether late penalties can be waived because of the servicer’s error.

Reading Your Bill and Finding a Missing One

The most important number on the bill is the Parcel Index Number, or PIN, printed at the top. You’ll need it for any online payment or lookup through the St. Clair County Treasurer’s portal. The bill also shows the amount due for each installment and lists the levy from each taxing district, so you can see exactly where the money goes.
