City of Grand Rapids Property Tax: Rates, Exemptions & Appeals

How Your Bill Is Calculated

Michigan’s General Property Tax Act governs how cities value and tax real estate.2Michigan Legislature. Assessor’s Office After the state confirms local assessments are consistent, that number becomes your State Equalized Value (SEV). In most conversations, SEV and assessed value are the same figure.

Your bill, though, is calculated from a third number: the taxable value. Under Proposal A, a 1994 constitutional amendment, taxable value cannot rise from one year to the next by more than 5 percent or the rate of inflation, whichever is lower. Long-term owners in a rising market often see their taxable value drift well below SEV, and that gap is real money saved. To get the tax, the city multiplies taxable value by the total millage rate. One mill equals one dollar of tax per $1,000 of taxable value. A property with a $100,000 taxable value and a combined 30-mill rate owes $3,000 a year. Millage rates differ across the city because school districts and special authorities levy their own mills on top of city and county rates.

Deadlines and Late Penalties

At that point a 4 percent administration fee and non-compounding 1 percent monthly interest are added.5Kent County Treasurer. Summer Deferment for Seniors, Veterans, and Disabled Residents

Michigan law lets certain residents postpone the summer bill to February 15 without penalty or interest. You qualify if your total household income for the prior year was $40,000 or less and you meet one of these conditions:6Michigan Legislature. Michigan Compiled Laws 211.51

  • Age 62 or older, including the unremarried surviving spouse of someone who was 62 or older at death
  • Totally and permanently disabled, blind, paraplegic, or quadriplegic
  • Eligible veteran or the surviving spouse of one

File the deferment form with the City Treasurer by September 15, or by the date the summer tax would otherwise incur a late penalty if that comes later.6Michigan Legislature. Michigan Compiled Laws 211.51 The deferment does not renew automatically; you file every year.

Exemptions That Lower the Bill

Principal Residence Exemption

The biggest tax break available to Grand Rapids homeowners is the Principal Residence Exemption (PRE). It removes the local school district’s operating millage from your bill and typically saves hundreds of dollars a year. You have to own and occupy the property as your primary home, and you cannot claim a similar homestead exemption in another state at the same time.7Michigan Legislature. Claiming the PRE means filing Form 2368 with the Grand Rapids Assessor’s Office. The deadline is June 1 to apply the exemption to the summer levy, or November 1 for the winter levy and every bill after.7Michigan Legislature. Michigan Compiled Laws 211.7cc Miss those dates and you lose the exemption for that cycle. Many new owners don’t realize the filing is separate from closing. The title company will not do it for you.

Disabled Veterans Exemption

Veterans with a service-connected disability can receive a full property tax exemption on their homestead. The exemption also extends to the unremarried surviving spouse of a qualifying veteran. Applications are filed with the local assessor between January 1 and December 31 of the year the exemption is claimed.8Michigan Legislature. Poverty Exemption

Residents facing financial hardship can apply for a one-year exemption. Grand Rapids requires both an income test based on federal poverty guidelines and an asset test: household assets cannot exceed $9,642. Applications can be filed with the Assessor’s Office any time after January 1, with the final cutoff the day before the last meeting of the Board of Review. What New Homeowners Must File

Buying a home in Grand Rapids triggers two required filings that many buyers overlook. Missing either one costs real money.

Property Transfer Affidavit

Within 45 days of the transfer, the new owner files a Property Transfer Affidavit with the Grand Rapids Assessor’s Office. Principal Residence Exemption Affidavit

The PRE does not travel with the property. Whatever exemption the seller had disappears at the sale. You need to file your own Form 2368 by June 1 for the summer bill or by November 1 for the winter bill.7Michigan Legislature. Michigan Compiled Laws 211.7cc Until you file, you pay the full millage rate, including the school operating taxes that owner-occupants are normally exempt from.

Appealing Your Assessment

If you think the assessed value on your property is too high, start with the local Board of Review, which meets in March each year. You must either appear before the Board or submit a written protest before you can take the dispute further. The Board can sustain, raise, or lower your assessed value based on the market evidence you present. Bring recent comparable sales near your property and an independent appraisal if you have one.

If the Board of Review does not give you the result you want, you can appeal to the Michigan Tax Tribunal. For residential and agricultural property, the filing deadline is July 31 of the tax year. Commercial and industrial owners face an earlier deadline of May 31. The Tribunal is a formal proceeding, and skipping the Board of Review step leaves the Tribunal without jurisdiction to hear your case.

What Happens If You Don’t Pay

Michigan’s foreclosure process for unpaid property taxes runs about three years, and the fees add up faster than most people expect.12Michigan Department of Treasury. Real Property Tax Foreclosure Timeline

  • Year one (delinquency). On March 1 after the tax year, unpaid taxes go to the Kent County Treasurer. A 4 percent administration fee attaches and 1 percent monthly interest begins accruing.   • Year two (forfeiture). After a certified mail notice in February, the property officially forfeits to the county treasurer on March 1. A $175 title search fee is added, and interest jumps by an additional half-percent per month dating back to the prior March.   • Year three (foreclosure). The circuit court holds a foreclosure hearing between late January and late February. Judgment must be entered by March 30, and March 31 is the absolute last day to redeem the property by paying everything owed. By the time a parcel reaches the foreclosure stage, added fees can run into the thousands on top of the original unpaid tax. If you get a delinquency notice from Kent County, call the county treasurer early. A payment plan is far cheaper than letting the clock run.

How to Pay

The Grand Rapids Treasurer’s Office takes property tax payments online through the BS&A portal linked from the city’s website, by bank account, credit card, or debit card. If you pay by check, write the parcel number on the memo line along with the tax year and whether the payment covers the summer or winter cycle.14City of Grand Rapids. When a Mortgage Company Pays Your Taxes

If your mortgage has an escrow account, your loan servicer is supposed to pay the property taxes from that account. Many owners assume that means the taxes are handled automatically. The legal obligation to pay always stays with the property owner. If your servicer pays late or misses a bill, the penalties land on you. Check the BS&A portal after each deadline to confirm the payment posted. Problems are most common after a loan changes servicers mid-year, when the new company may not have the tax account set up in time.
