When You Need a Permit

- Fences, walls, or hedges taller than six feet.

Work That’s Exempt

- Fences three feet or shorter.

- Sidewalks and driveways no more than 30 inches above adjacent grade and not over a basement.
- Swings and similar playground equipment for single-family or two-family homes.
- Window awnings on residential exterior walls projecting no more than 54 inches and needing no additional support.
Exempt work still has to comply with the building code and zoning rules. The exemption removes the paperwork, not the standards.
What It Costs to Skip the Permit

The city can also issue administrative citations and order unpermitted work removed or redone at the owner’s expense. Inspections

Schedule inspections at least one business day ahead, either online through the portal or by phone through the automated system at (310) 618-5901, which runs 24 hours. When construction wraps up, a final inspection signs off the permit card. Some structures also receive a Certificate of Occupancy confirming the building is safe to occupy before anyone moves in. More complex buildings, such as those in Risk Category III or IV, high-rises, and structures with unusual structural systems, may also need structural observation by a licensed design professional, and the California Building Code separately requires third-party special inspectors for work like structural welding, high-strength bolting, and concrete strength testing.11City of Torrance. Permit Expiration

If a project stalls for reasons outside your control, you can send the Building Official a written request for an extension. Extensions add up to 180 days, and only one is allowed per permit. - Sunday and city holidays: no construction.
Homeowners doing work at the property where they live get a narrower window of 10:00 a.m. to 4:00 p.m. on otherwise restricted days.
