Class E License in West Virginia: Requirements, Fees, and Renewal

A Class E license in West Virginia is the state’s standard driver’s license for non-commercial personal vehicles: cars, SUVs, and small trucks. If you’re 18 or older, you apply in person at any DMV regional office with documents proving your identity, Social Security number, legal presence in the United States, and West Virginia residency, then pass a vision screening and, if you’re not transferring a valid license from another state, a written knowledge test and a road skills test. Applicants under 18 work their way up through a three-level graduated licensing program before earning the full Class E.

Documents You Need to Bring

The DMV wants original documents. Photocopies are not accepted, and you’ll need to prove four things.

Identity and legal presence. A birth certificate, U.S. passport, or other federally recognized ID works. Non-citizens need immigration documents showing lawful status.

Social Security number. The DMV verifies this directly with the Social Security Administration.

West Virginia residency. You need two separate documents showing your name and a West Virginia physical address. Acceptable options include utility bills no more than 60 days old, a rental or lease agreement, mortgage documents, W-2 forms issued within the past 18 months, a West Virginia voter registration card, tax records, and a valid West Virginia vehicle registration card.1West Virginia Division of Motor Vehicles. Behind the scenes, the DMV also checks the National Driver Register, a federal database that flags anyone whose driving privileges have been revoked, suspended, or denied in another state.3National Highway Traffic Safety Administration. Applying at a DMV Regional Office

First-time applications cannot be done online. You have to show up in person. The DMV collects your photo and signature and runs a vision screening on-site. If you need corrective lenses to pass, a restriction is placed on your license requiring you to wear them while driving.

If you’re transferring a valid license from another state, you surrender the out-of-state card and the DMV typically waives both the written and road tests. First-time applicants who have never held a license anywhere must certify that on the application.

For everyone else, two tests remain:

  • The road skills test evaluates vehicle control, signal use, lane changes, and maneuvers such as parallel parking. Committing any traffic violation during the test, or failing to complete a required maneuver, means automatic failure. You bring your own properly registered, insured vehicle with valid inspection stickers.

If You’re Under 18: The Graduated Program

  • Level 1, the instruction permit, is available at 15. You drive only under the direct supervision of a licensed driver at least 21 years old, with no more than two non-family passengers, and only between 5 a.m. and 10 p.m. Fee: $7.50.
  • Level 2, the intermediate license, is available at 16. You may drive unsupervised between 5 a.m. and 10 p.m. For the first six months, no non-family passengers under 20 are allowed. In months seven through twelve, you may carry one. Employment, school activities, religious events, and emergencies are exceptions to the nighttime rule. Fee: $7.50.
  • Level 3, the full Class E, is available at 17 as long as your privileges haven’t been suspended or revoked. If you held a Level 2 in good standing, no additional testing is required. Fee: $2.50 for each year the license is valid.

Standard License or REAL ID

West Virginia issues two versions of the Class E: a standard license and a REAL ID-compliant license, which carries a gold star on the front and costs an additional $10.2West Virginia Division of Motor Vehicles. West Virginia DMV Drivers Licenses and ID Cards

Since May 7, 2025, federal enforcement of the REAL ID Act means a standard Class E without the gold star is no longer accepted for boarding domestic flights or entering secure federal buildings.7Transportation Security Administration. REAL ID A standard license is still fine for everyday driving, banking, and voting. Without the REAL ID version, you’d need something like a passport to fly domestically.

Documentation for a REAL ID is essentially the same as for the standard Class E. If you’re upgrading at renewal and never held a REAL ID before, you must bring the full set of identity, Social Security, and residency documents again.2West Virginia Division of Motor Vehicles. Fees

The Class E costs $5 per year. What you actually pay at the counter depends on how many years remain until your next renewal date, which is set to whichever birthday makes your age divisible by five: 25, 30, 35, and so on. A 21-year-old renewing for the first time would owe $20 for a license running to age 25.8West Virginia Division of Motor Vehicles. A duplicate license, whether for a lost card or an information update, costs $7.50.9West Virginia Legislature. West Virginia Code 17B-2-11 – Duplicate Permits and Licenses Add $10 on top for the REAL ID version of any of these.

Renewal and Expiration

Once you’re in the regular cycle, the Class E runs for five years. During the state’s phase-in to that cycle, though, the DMV may issue a license lasting anywhere from three to seven years to align your expiration with the schedule.10West Virginia Division of Motor Vehicles. License Renewal

Renewals can be done online, at a self-service kiosk, or in person. Online renewal is available only for straightforward cases with no changes. Any update to your name, address, or photo means an in-person visit.

Let the license lapse for more than six months and you’ll be re-tested: both the written and road tests before a new card is issued.10West Virginia Division of Motor Vehicles. License Renewal The DMV sends renewal notices as a courtesy, but tracking your own expiration date is on you.

Keeping the License: Points, DUI, and Other Suspensions

West Virginia counts points for traffic violations from anywhere in the country. Reach 12 or more and suspension is automatic. The length climbs with the total: 30 days at 12–13 points, 45 at 14–15, 60 at 16–17, 90 at 18–19, and 120 days at 20 or more.11West Virginia Division of Motor Vehicles. Point System

If it’s your first point-based suspension in two years, you can pay a $200 penalty fee before the suspension takes effect and avoid it entirely, which also waives the later reinstatement fee.12Cornell Law Institute. A DUI conviction triggers revocation on a separate scale that escalates with prior offenses and the severity of any injuries. A standard first offense costs six months; a first offense at 0.15% BAC or higher, a year; a first offense causing death, ten years. A second offense means a ten-year revocation, and a third or later is a lifetime revocation. Most of these categories allow a reduction if you participate in the state’s ignition interlock (test-and-lock) program.13West Virginia Legislature. Other paths to losing the license include letting your auto insurance lapse, falling six or more months behind on child support (the Bureau for Child Support Enforcement can move to suspend the license in that case),14West Virginia Legislature. Driving on a suspended or revoked license is a separate criminal offense, with penalties that climb steeply, especially when the underlying loss was DUI-related. A third DUI-related offense of driving while revoked is a felony carrying one to three years in state prison.15West Virginia Legislature. Insurance You Have to Carry

A Class E license lets you drive, but the law requires you to carry minimum liability insurance on the vehicle: $25,000 per person for bodily injury, $50,000 per accident for bodily injury, and $25,000 for property damage.16West Virginia Offices of the Insurance Commissioner. If your coverage lapses, the DMV can suspend both your registration and your license. Getting reinstated typically means filing an SR-22 certificate through your insurer as proof of coverage, and the filing generally has to stay in place for about three years.
