Claudette Ficik: Oconee River Murder and Ragland’s Life Sentence

Claudette Ficik was a 19-year-old architecture student at Southern Tech who was murdered on February 16, 1994, by her boyfriend, Jason Mathew Ragland, a 23-year-old University of Georgia graduate. She was pregnant at the time. Ragland asphyxiated her, weighted her body with a boat anchor, an angle iron, and nylon rope, and dumped it in the Oconee River near Athens, Georgia. He pleaded guilty in August 1996 to avoid the death penalty and is serving a life sentence.¹²

Who Claudette Ficik Was

Ficik came from Aiken, South Carolina, the daughter of Craig and Mary Ficik, with two brothers, Craig and Chad. She was living at the Falls of Bells Ferry Apartments in Marietta, Georgia, while studying architecture at Southern Tech, now Kennesaw State University.² She and Ragland worked together at a pet store and were engaged to be married. By early 1994, she was pregnant.

The Day She Disappeared

A friend saw Ficik on the Southern Tech campus around noon on February 16, 1994. That afternoon, she and Ragland were supposed to drive to her parents’ home in South Carolina to share the news of the pregnancy and their plans to marry.³ Ragland later told investigators that Ficik had driven to South Carolina by herself. That was a lie.¹

Two days after she was reported missing, her 1988 Chevy pickup turned up abandoned in Atlanta. Her mother and brother came to Marietta, handed out fliers, and checked the places she went. Nothing.²

Finding Her in the Oconee River

About six weeks after she vanished, two people in a canoe spotted her body floating in the Oconee River near Athens. It was badly decomposed and had been weighted down with a boat anchor, an angle iron, and nylon rope.¹ Her family helped confirm her identity by pointing investigators to a pronounced overbite.² The medical examiner determined she had died of asphyxiation.

How Investigators Connected Ragland to the Killing

The boat anchor and the angle iron used to sink Ficik’s body were traced to a construction site near the pet store where she and Ragland worked.¹ That physical link, together with Ragland’s false story about her driving to South Carolina alone, turned suspicion on him. He had passed a polygraph early in the investigation, which briefly deflected attention, but the evidence kept building. He was charged with murder on April 11, 1994.³

Denied Bail After a Former Girlfriend Came Forward

At a bond hearing on May 3, 1994, in Athens-Clarke County Superior Court, Judge Lawton Stephens denied Ragland bail, citing the risk of flight, witness intimidation, another felony, or danger to the community.³

One of Ragland’s former girlfriends, Heather Beachy, testified at that hearing. She said that during their relationship, Ragland had repeatedly threatened to kill her, kill himself, and kill another woman he was seeing, telling her he would “make sure” to kill her first if she revealed an affair. Beachy contacted Assistant District Attorney Rick Dickson after hearing about Ragland’s arrest on the radio. Her account gave prosecutors a pattern of threats against women in his life, and it weighed against him at the hearing.³

Guilty Plea, Life Sentence, and Where He Is Now

Rather than face a possible death sentence at trial, Ragland confessed and pleaded guilty in August 1996. He was sentenced to life in prison. By his own account, he and Ficik argued on February 16, 1994, the day they were supposed to leave for her parents’ house. He asphyxiated her, then used materials from the construction site near their workplace to sink her body in the Oconee River.¹ Ragland has been serving his sentence at the Burruss Correctional Facility in Georgia.²
