Where the State Law Stands Today

Illinois declared atmospheric moisture a natural resource of the state when it passed the Weather Modification Control Act, and it built a licensing and permitting system around that claim. License and Permit

The law separated personal licensure from project authorization. A license validated an individual’s qualifications to lead weather modification work. A permit authorized a specific project in a defined geographic area. Permit applications required detailed documentation of the target area, the seeding agents to be used (commonly silver iodide or dry ice), the delivery method (ground-based generators or aircraft), and the meteorological conditions that would trigger seeding.

Public Notice and Hearings

Permit processing required newspaper publication in the affected counties, and the state could hold hearings to collect testimony from residents in the targeted area. Financial Responsibility and Liability

Permit holders had to demonstrate financial responsibility through insurance or a performance bond sized to potential damages. The statute did not grant operators immunity. A Weather Modification Operator needs field experience in a responsible-charge role, 20 months without a degree or 8 months with a qualifying degree. A Certified Weather Modification Pilot needs a current pilot’s license with instrument flight rules certification, at least 250 flight hours in cloud seeding operations (200 as pilot in command), and 15 months of field experience; an Airline Transport Pilot rating cuts the flight-hour requirement by 100 hours. Cost Realities

Cloud seeding works at an atmospheric scale, not a field scale, and its costs are priced accordingly. Single-engine aircraft operations run roughly $1,500 to $5,000 per flight hour. Twin-engine turboprops and specialized seeding aircraft run $5,000 to $15,000 per flight hour. The additional water produced generally costs $30 to $100 per acre-foot.

Programs in the United States are typically funded by water districts, agricultural cooperatives, or state agencies rather than individual landowners, because the benefits spread across a region.
