Colorado’s DR 2395 is the single application used to title a vehicle, register it, or do both at once. You can download the form from the Colorado DMV website or pick one up at any county motor vehicle office.1Colorado DMV. Application For Title and/or Registration The form is short. The paperwork you bring with it is what actually decides whether the transaction goes through, so most of the effort happens before you write anything on the page.
Deadlines and Late Fees
Colorado gives you a limited window. If you bought a vehicle, you have 60 days from the purchase date to register it. If you moved to Colorado, you have 90 days after establishing residency.2Department of Revenue – Motor Vehicle. Registration Requirements

Documents to Gather Before You Fill Anything Out
Proof of Ownership
Bring the current title signed over by the previous owner, or a Manufacturer’s Statement of Origin for a vehicle that has never been titled. The seller’s signature must match the printed name on the title. For a private-party purchase, add a bill of sale showing the year, make, VIN, date and time of sale, and both signatures.4Department of Revenue – Motor Vehicle. Buyer’s and Seller’s Responsibilities The purchase price on the bill of sale is what the county uses to calculate sales tax, so don’t leave it off.
If a lender financed the vehicle, you also need a security agreement listing the vehicle description, VIN, lienholder name and address, lien amount, and your signature. It must be an original, carbon copy, or certified copy.5Department of Revenue – Motor Vehicle. Titling A Vehicle
Secure and Verifiable Identification
You need one primary document proving identity and lawful presence, plus one secondary document. A valid Colorado driver’s license or unexpired U.S. passport satisfies the primary requirement. An out-of-state license expired less than ten years, a military ID, or a VA card works as a secondary.6Colorado DMV. Proof of Colorado Insurance
Registering (as opposed to titling only for resale) requires proof of Colorado coverage that meets the minimums: $25,000 per person for bodily injury, $50,000 per accident, and $15,000 for property damage.7DORA – Division of Insurance. VIN Verification if the Vehicle Comes From Out of State
A vehicle last titled in another state needs a physical VIN inspection on form DR 2698 before Colorado will title it. A Colorado law enforcement officer, licensed Colorado dealer, or licensed Colorado emissions testing station can perform it and will provide the form.8Department of Revenue – Motor Vehicle. Emissions Test if You’re in the Program Area
Boulder, Broomfield, Denver, Douglas, and Jefferson counties are fully inside the program area, along with portions of Adams, Arapahoe, Larimer, and Weld.9Colorado Department of Revenue – Division of Motor Vehicles. Emissions Program Area Map Outside those areas, emissions testing does not apply.
Gasoline vehicles are exempt for their first seven model years, and diesels for their first four. There is one trap: transferring ownership of a gasoline vehicle in its seventh model year or a diesel in its fourth requires a test even though the vehicle would otherwise still be exempt. Filling Out the DR 2395 Section by Section
With everything gathered, the form is mostly a copy job. Take your time on the VIN and the signatures.
Vehicle Information
Enter the VIN exactly as it appears on the title or MSO. One wrong digit and the application stalls. Fill in the year, make, model, body style, and fuel type, then the current odometer reading. The purchase date and purchase price both feed into the sales tax calculation.
Owner Information
Use your full legal name as printed on your ID, your residential address, a separate mailing address if you have one, and your Colorado driver’s license or ID number. For multiple owners, complete each owner’s block.
Lienholder Information
If a lender is on the loan, enter the lienholder’s name and address. That records the lien on the title itself and sends the physical title to the lender rather than to you.
Odometer Disclosure
Federal law requires an odometer disclosure whenever a vehicle changes hands. Both seller and buyer must sign and date this section, certifying the mileage at sale.5Department of Revenue – Motor Vehicle. Signature
Sign and date at the bottom. Every owner listed on the form has to sign.
The Joint Tenancy Box Most People Miss
When two or more people will own the vehicle, the DR 2395 asks you to choose between joint tenancy with right of survivorship and tenancy in common. This choice matters more than people realize.
Joint tenancy with right of survivorship means that if one owner dies, the surviving owner automatically becomes sole owner on a death certificate and the survivor’s signature. Tenancy in common means the deceased owner’s share passes through the estate under a will or state inheritance rules, which usually requires court-appointed paperwork.1Colorado DMV. Married couples and family co-owners who want a clean transfer at death almost always want joint tenancy, so check the box on purpose rather than skipping it.
What You’ll Pay
Sales and Use Tax
Sales tax is due at titling and is based on the purchase price. The state rate is 2.90%, with county, city, and special district taxes added on top, so two buyers paying the same price for the same vehicle can owe different totals depending on where they live.11Department of Revenue – Taxation. Sales Tax Rate Changes A trade-in at a dealership reduces the taxable purchase price; you only pay tax on the difference. For a private-party purchase, the county collects the full amount when you title.
Registration Fees
Registration fees are based on the vehicle’s empty weight, type, and age, with additional charges depending on your county and the plate you choose.12Department of Revenue – Motor Vehicle. Taxes and Fees There is no single flat fee; the county calculates your total.
Specific Ownership Tax
Colorado charges a specific ownership tax in place of a personal property tax on vehicles. It’s based on the vehicle’s original taxable value (generally 85% of MSRP for passenger cars), and the rate drops each year the vehicle is in service. A first-year vehicle is taxed at 2.10% of that value, 1.50% in year two, 1.20% in year three, and continuing to decline until it reaches a flat $3.00 per year from the tenth year onward.12Department of Revenue – Motor Vehicle. Taxes and Fees The original taxable value doesn’t change as the car depreciates; only the rate does. On a new or expensive vehicle, this line can be substantial in the early years.
Where to Submit It
Nearly all title and registration transactions go through your county motor vehicle office, not a state-level DMV.5Department of Revenue – Motor Vehicle. Colorado also offers online processing through the myDMV portal. First-time registrations can be completed online through the Vehicle Services tab once your county has issued a Title Complete notice. After You Submit
Apply in person and you typically walk out the same day with permanent registration and plates. The Colorado title itself, the actual ownership document, takes longer. The county office may issue a temporary registration permit while your permanent documents are processed. It expires on the printed date with no grace period, so keep it visible in the vehicle and swap it out as soon as your permanent plates and card arrive.
