Colorado Instruction Permit: Age, Written Test, and 50 Hours

Getting a Colorado instruction permit means clearing three things: an age-based education requirement, an in-person application with the right documents and fee, and a written knowledge test. If you’re under 18, a parent or guardian also has to sign an affidavit taking on liability for your driving. Once the permit is in your hand, you can only drive with a specific supervising adult beside you, and if you’re a minor, you’ll log 50 hours of supervised driving over at least 12 months before you’re eligible for a license.

Age Decides Almost Everything

Colorado sorts permit applicants into three brackets, and which one you fall into changes what you have to do before you ever walk into a DMV office. Revised requirements under C.R.S. 42-2-106 apply as of April 1, 2026.

If you’re 15 through 17, you must complete a 30-hour driver education course approved by the Colorado Division of Motor Vehicles within the six months before you apply. The course covers traffic laws, hazard awareness, and decision-making behind the wheel. You also need behind-the-wheel training: either six hours with a licensed driving instructor, or twelve hours directed by the parent or guardian who signs your liability affidavit.1Justia. If you’re 18 through 20, you can meet the education requirement with either the full 30-hour course or a shorter four-hour driver awareness program, taken within the past six months.1Justia. Colorado Revised Statutes Section 42-2-106 – Instruction Permits and Temporary Licenses

If you’re 21 or older, no driver education or awareness course is required. You just need to meet the standard application requirements.

The 30-hour curriculum is regulated by the DMV under Rule 8 and has to come from a Colorado-certified driving school.3Colorado DMV. 1 CCR 204-30 Rule 8 – Driver Education One thing to know before you pick the parent-directed twelve-hour option: those twelve hours are added on top of the 50-hour supervised driving log, so your real minimum climbs to 62 hours.

What to Bring to the DMV

Plan on original documents. Photocopies, laminated versions, and abbreviated birth certificates won’t be accepted. You need:

  • Proof of identity and lawful presence, satisfied either with one strong document like an unexpired U.S. passport, or with two documents from separate lists (for example, a certified birth certificate paired with a school ID or parent identification).
  • Your Social Security number, provided verbally or with a document like your Social Security card or a W-2.

If your name has changed since a document was issued, bring the court order or marriage certificate that connects the names.

Fees

A REAL ID-compliant instruction permit costs $19.00. A standard non-REAL ID permit costs $21.50.5Department of Revenue – Motor Vehicle. State DMV Fees Beginning in 2026, a REAL ID is needed to board domestic flights and enter federal facilities, so unless you carry a passport, the REAL ID version is usually the better choice.

The Written Test

The Affidavit If You’re Under 18

Applicants under 18 can’t get a permit without a signed Affidavit of Liability and Guardianship (Form DR 2460). A parent, stepparent, grandparent with power of attorney, guardian, or foster parent takes on financial responsibility for any accident you cause and agrees to attend hearings related to your permit or license.6Department of Revenue – Motor Vehicle. The signer must be at least 21 and hold a valid Colorado driver’s license. Military families and other households where the parent doesn’t have a Colorado license can appoint an Alternate Permit Supervisor who does.7Colorado DMV. DR 2460 Affidavit of Liability and Guardianship

One detail worth knowing up front: the signer can pull that signature back at any time by filing a Signature Withdrawal form (DR 2464) at a driver license office. When that happens, the permit is cancelled. Restarting means finding a new signer, paying a new fee, and going back to the DMV in person.6Department of Revenue – Motor Vehicle. Who Has to Be in the Car

You can never drive alone on an instruction permit. If you’re under 18, the supervising driver has to be the person who signed your affidavit, or your designated Alternate Permit Supervisor, and that person must hold a valid Colorado driver’s license and sit in the front passenger seat.1Justia. The supervisor has to be legally tied to your permit through the affidavit.

No Phone If You’re Under 18

Any driver under 18 is banned from all cell phone use behind the wheel, including calls, texting, and any form of manual data entry. A first violation is a Class A traffic infraction with a $50 fine and one point on your driving record. Zero Tolerance for Alcohol

If you’re under 21, Colorado enforces a zero-tolerance standard. A blood alcohol concentration of 0.02 percent or higher, which one drink can produce, brings license revocation whether or not you feel impaired.9Colorado State Patrol. DUI – Don’t Underestimate Impairment For a BAC between 0.02 and 0.079 percent, revocation periods under the express consent process (C.R.S. 42-2-126) are three months for a first offense (with possible probationary driving after one month if the BAC was under 0.05), 24 months for a second, and 36 months for a third.10Colorado Department of Revenue. Insurance

Colorado requires every vehicle on the road to carry minimum liability insurance of $25,000 for bodily injury per person, $50,000 for bodily injury per accident, and $15,000 for property damage.11Colorado General Assembly. Mandatory Automobile Insurance in Colorado Permit holders don’t need their own policy, but you have to be covered under the supervising driver’s or vehicle owner’s policy. Confirm that before every session behind the wheel. Driving uninsured shifts the fallout onto the supervising adult and the vehicle owner, and can leave the permit holder personally liable for damages, which delays the transition to a license.

Logging the 50 Hours

If you’re under 18, you must log at least 50 hours of supervised driving, with at least 10 of those hours at night, before applying for a license.2Colorado General Assembly. Two things trip people up. If you did your six-hour behind-the-wheel training through a certified driving school, those six hours count toward the 50. If instead your parent directed the twelve-hour behind-the-wheel option, those twelve hours are added on top of the 50, for a total of 62. When you hit the required totals, a parent or responsible adult signs and dates the back of the final log sheet.12Colorado DMV. Moving From Permit to License

Applicants under 18 must hold the instruction permit for at least 12 months before applying for a license.2Colorado General Assembly. Colorado Revised Statutes 42-2-104 – Licenses Issued – Denied Finishing the 50 hours faster doesn’t shorten the wait. Adult permit holders 18 and older aren’t subject to the 12-month holding period or the 50-hour log, though they still take both the written and driving tests.

You’ll pass a vision screening at the DMV: 20/40 or better in at least one eye, with or without corrective lenses, and a combined horizontal field of at least 120 degrees with both eyes (or 60 degrees in one eye if you’re blind in the other).13Colorado Department of Revenue, Division of Motor Vehicles. The road test checks the basics: lane changes, turns, parking, right-of-way, and responding to signals and signs. Fail it and you can retake it after scheduling a new appointment.

Getting your license doesn’t lift every restriction. Minor drivers face passenger limits during the first year with a license and a midnight-to-5:00-a.m. curfew, both with limited exceptions.14Justia. If You’re Moving In With an Out-of-State Permit

New Colorado residents with a valid instruction permit from another state have 30 days to apply for a Colorado permit at a DMV office.6Department of Revenue – Motor Vehicle. Colorado Permits and First-Time Driver License During that window, Colorado recognizes the out-of-state permit, but you have to follow Colorado’s driving rules while here.

There’s no automatic test waiver. You’ll take the written knowledge exam and bring the standard identity, residency, and Social Security documentation.16Justia. The 12-month holding period and 50-hour driving requirement still apply to minors transferring in. Whether time on your prior state’s permit counts toward the 12 months depends on how the DMV evaluates your paperwork, so bring the old permit and any driving log you kept.
