Colorado reciprocity works differently for every credential: driver’s licenses transfer with a DMV visit, concealed carry permits are honored only from 34 specific states and only for residents of those states, several healthcare professions can practice here under interstate compacts, most professional licenses require a Colorado-specific step before you can work, and medical marijuana cards from other states are not recognized at all. The details below tell you which category your credential falls into and what you need to do.
Driver’s Licenses
Colorado recognizes valid driver’s licenses from every other state for visitors. Once you establish residency, you have 30 days to transfer to a Colorado license.1Colorado Department of Revenue – Motor Vehicle. Welcome to Colorado Colorado defines residency broadly: continuously living in the state for 90 days or more, gaining employment here, or owning or operating a business in Colorado.
To transfer, visit a DMV office with proof of identity, lawful presence, and Colorado residency. Colorado typically waives written and road tests for applicants who hold a valid out-of-state license, though you’ll take a vision screening.
Colorado also participates in the Driver License Compact, an agreement among most states to share driving records.2Colorado Department of Revenue – Motor Vehicle. 1 CCR 204-30 Rule 2 Driver License Compact Traffic violations you pick up in another member state can appear on your Colorado record and trigger points here. If your driving privileges are suspended or revoked in another state, Colorado will not issue you a license until you clear that up.
Commercial driver’s licenses transfer with more requirements: a current DOT medical card from an FMCSA-certified examiner, proof of Entry-Level Driver Training, and a commercial drive skills test in Colorado.3Colorado Department of Revenue – Motor Vehicle. CDL General Information A hazardous materials endorsement adds a written exam and a TSA background check.
Concealed Carry Permits
Colorado will honor an out-of-state concealed handgun permit only when several conditions line up at once. Under C.R.S. 18-12-213, the issuing state must also recognize Colorado permits, and you must be a resident of that issuing state. You need to be at least 21, carry the physical permit, and hold a driver’s license or state ID from the same state that issued the permit.4Colorado Bureau of Investigation. Concealed Handgun Permit (CHP) Reciprocity Non-resident permits are not recognized, no matter which state issued them.
Colorado currently has reciprocity with 34 states: Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, New Hampshire, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Tennessee, Texas, Utah, Virginia, West Virginia, Wisconsin, and Wyoming.4Colorado Bureau of Investigation. Even with a recognized permit, Colorado law forbids concealed carry in several places:
- K-12 school property, though a permit holder may keep a handgun in a vehicle on school grounds if it’s stored securely when the vehicle is unattended
- Public buildings with permanent security screening at every entrance, such as courthouses
- Colleges and universities, where governing boards may prohibit campus carry
- Licensed child care centers
- Polling locations, ballot drop boxes, and central count facilities
- Any location where firearms are prohibited by federal law
Local governments can also ban concealed carry in specific buildings or areas within their jurisdiction, and those restrictions carry legal force when signs are posted at public entrances.5Justia Law. Healthcare Compacts
Colorado belongs to several interstate healthcare compacts that let licensed practitioners work here without a separate Colorado license.
Nurse Licensure Compact
Colorado joined the Enhanced Nurse Licensure Compact in 2018. A registered nurse or licensed practical nurse who holds a multistate license issued by their primary state of residence can practice in Colorado without a separate state license.6Colorado Department of Regulatory Agencies. Colorado Nurse Licensure Compact The compact covers RNs and LPNs. Advanced Practice Registered Nurses still need an individual Colorado license.
Physical Therapy Compact
Physical therapists and physical therapist assistants licensed in a compact member state can apply for compact privileges to practice in Colorado.7Federation of State Boards of Physical Therapy. Physical Therapy Compact Members You must hold an active license in your home state with no disciplinary actions in the past two years. Colorado does not require a jurisprudence exam for compact privilege holders, and the fee for privileges in Colorado is roughly $95.8PT Compact. Process and Requirements
EMS Compact
Paramedics and EMTs licensed in a REPLICA member state can practice in Colorado under the EMS Compact’s privilege-to-practice framework.9EMS Compact. EMS Compact Home Compact privileges do not extend to states that haven’t joined.
Professional Licenses
Colorado offers partial reciprocity for several professional licenses. None transfer automatically.
Attorneys
Lawyers licensed in other states can seek Colorado bar admission through the Admission on Motion process, which skips the state bar exam. You need at least three years of active practice within the five years immediately before your application and good standing in your current jurisdiction.10Colorado Supreme Court. On Motion You also need a score of 85 on the Multistate Professional Responsibility Examination and must clear character and fitness review.11National Conference of Bar Examiners. Colorado Bar Admission Requirements
Colorado uses the Uniform Bar Examination, so attorneys with a qualifying UBE score from another state can transfer it. The minimum qualifying scaled score is 270 for exams administered from February 2023 onward, and applicants who scored 276 or higher on an earlier administration also qualify.12Colorado Supreme Court. Real Estate Brokers
Colorado does not offer full real estate reciprocity, but it does accept out-of-state licensure under a partial recognition agreement. Holding an active license in any U.S. state or territory reduces your examination and education requirements compared with a first-time applicant.14Colorado Division of Real Estate. Broker License Partial Recognition Agreement and Reciprocity Expect to pass at least the Colorado-specific portion of the licensing exam and complete a fingerprint-based background check.
Teachers
Colorado will issue an out-of-state teacher a professional-level license valid for seven years if you have at least three years of full-time, fully licensed teaching experience within the past seven years. With less experience, you’ll receive an initial three-year license instead.15Colorado Department of Education. Credentialing Guide for Out-of-State Applicants
If you don’t meet the experience threshold or haven’t demonstrated content mastery for your endorsement, Colorado may issue an interim authorization. That gives you one year to teach while completing remaining requirements, typically a content exam, and is renewable once.16Colorado Department of Education. Out-of-State Endorsement FAQ The state reviews your degree, prior test scores, and preparation program to determine which content exam applies. Background checks are mandatory for all applicants.15Colorado Department of Education. Credentialing Guide for Out-of-State Applicants
CPAs
Under the updated Uniform Accountancy Act adopted in late 2025, CPA mobility shifted from a state-based system to an individual-based system. Whether you can practice across state lines without a separate license now depends on your own education, exam, and experience qualifications rather than “substantial equivalency” between states.17NASBA. New CPA Licensure Pathways and CPA Mobility
Colorado’s Board of Accountancy also offers a nonresident CPE exemption. If your principal place of business is in another state, you can meet Colorado’s continuing education requirement by attesting compliance with your home state’s rules and providing your out-of-state certification.18Colorado Department of Regulatory Agencies. Colorado Accountancy CPE Individual states must adopt the updated UAA through their own legislation, so implementation timelines vary; verify current rules through CPAMobility.org before relying on cross-border privileges.
Medical Marijuana Cards
Colorado does not recognize medical marijuana cards from other states. Only patients on the Colorado Medical Marijuana Registry can purchase from licensed dispensaries. You must establish Colorado residency, obtain a recommendation from a Colorado-licensed physician who maintains a genuine in-person provider-patient relationship, and apply through the registry. The application fee is $52 and is non-refundable, including on renewals.19Colorado Department of Public Health and Environment. How to Apply for a Colorado Medical Marijuana Card
If Colorado Denies or Revokes a Credential
Colorado can deny or revoke reciprocity-based credentials when you don’t meet state standards or when you violate state law. Common triggers include prior discipline, criminal convictions, and gaps between the issuing state’s requirements and Colorado’s.
For concealed carry, the Colorado Bureau of Investigation can refuse to honor a permit when the issuing state’s background check policies don’t meet Colorado’s standards.4Colorado Bureau of Investigation. Concealed Handgun Permit (CHP) Reciprocity For professional licenses, the Department of Regulatory Agencies may reject a transfer when your prior certification lacks equivalent education or examination requirements. A driver’s license obtained through reciprocity can be suspended for excessive traffic violations, and a real estate license can be revoked for misconduct or lapsed continuing education.
You generally have the right to challenge a denial or revocation. Driver’s license actions go through DMV administrative hearings, which are more informal than court proceedings.20Colorado Department of Revenue.
