Columbus, GA City Council: Members, Meetings, and Public Comment

The Columbus, Georgia City Council is a ten-member legislative body that governs the consolidated Columbus-Muscogee County government. Eight members represent geographic districts and two hold at-large seats, and together they control an annual budget approaching $392 million.¹ Because Columbus and Muscogee County merged their governments in 1971, the council does the work that would be split between a city council and a county commission almost anywhere else in Georgia.²

Who Sits on the Council

The council has ten voting members. Districts 1 through 8 are geographic seats, elected only by voters who live in that district. Districts 9 and 10 are at-large seats, elected by voters across the entire consolidated government.³

Members serve four-year terms with no term limits under the current charter. When a seat becomes vacant mid-term, the replacement finishes only what remains of that term.⁴

To find out which district you live in, the Columbus Elections and Registration Office publishes an interactive district map through its GIS division, and the Georgia My Voter Page will also tell you.⁵ If you have a neighborhood-specific concern, your district representative is the person to call first. For issues that affect the whole city, either at-large member is fair game.

What the Council Decides

All legislative power of the consolidated government sits with the council. That covers ordinances, regulations, and the penalties for breaking them. The council can also create, merge, or abolish departments, boards, and commissions.⁶

The most consequential recurring vote is the annual operating budget. The fiscal year 2026 recommended budget totals about $391.9 million in revenues and expenses, a 7 percent increase over the prior year, and only the council can appropriate money for departments, enterprise funds, and affiliated agencies.¹

The council also sets the annual property tax millage rate. Under Georgia law, the taxing jurisdiction’s governing authority sets the rate each year, and the consolidated government publishes a tax digest and five-year levy history before the vote.⁷ The rate-setting process typically requires two readings at public meetings before it takes effect. The charter allows different taxing districts within the consolidated government, so rates can vary depending on the level of services a given area receives.⁴

Zoning changes and land-use amendments also come to the council. If you own property and want it rezoned, or you want to oppose a rezoning near you, this is the body that votes on it.

Meeting Schedule and How to Watch

Regular meetings happen twice a month. The first is the second Tuesday at 9:00 a.m., and the second is the fourth Tuesday at 5:30 p.m.⁸ Both are held on the second floor of the C.E. “Red” McDaniel City Services Center at 3111 Citizens Way.⁹ The third Tuesday has no scheduled meeting, though that can change.

Meetings are live-streamed on the council’s YouTube channel and broadcast through CCG TV Online, and past sessions stay archived on YouTube.⁸ Agendas post to the city’s website before each meeting, so you can see what’s coming up for a vote.

Special or emergency meetings can be called outside the regular schedule. Under Georgia’s open meetings requirements, special meetings generally need at least 24 hours of advance public notice posted at the regular meeting place. When less notice is unavoidable, the government must notify the local legal organ or a newspaper with comparable circulation.

How to Speak at a Council Meeting

If you want to address the council, submit a Public Agenda application to the Clerk of Council’s office no later than noon on the Friday before the meeting.¹⁰ That deadline is firm. Incomplete applications will not be considered.

Each approved speaker gets five minutes on the topic listed in the application. An additional three minutes is available at the end of the Clerk of Council’s agenda portion, but only if you’ve used your first five minutes and specifically ask for the extension.¹⁰

Slides, videos, and images on the overhead screens are not permitted during public agenda appearances. If you want members to see something, print copies and bring them.¹¹

After you submit, you should get a confirmation of your scheduled date. If it hasn’t arrived by the Friday before the Tuesday meeting, call the Clerk of Council’s office at 706-225-4013.¹¹

Where the Mayor and City Manager Fit

The mayor presides over council meetings and joins the discussion but only votes to break a tie. The mayor’s leverage comes from nominations: under the charter, the mayor alone nominates both the city manager and the city attorney, and each nomination needs at least six council votes to be confirmed.⁴

Day-to-day administration runs through the city manager, whose office oversees all city employees, implements council policies, manages departments, and enforces ordinances.¹² The charter also requires council members to work with the executive branch only through the mayor, keeping the operational chain of command separate from the legislative one.⁶ For a service complaint or a department-level question, the city manager’s office is usually the right starting point. For policy or spending decisions, contact your council member.

Elections and When Seats Are Up

Council members run on four-year terms with no term limits.⁴ Municipal elections follow the statewide calendar. Georgia’s 2026 primary is scheduled for May 19, and the general election is set for November 3, though not every council seat appears on every cycle.¹³

Newly elected members take office at an organizational meeting held within seven days of the first Monday in January after their election. At that same meeting, the council picks one of its own as mayor pro tem by a vote of at least six members and selects a Clerk of Council from outside the council’s membership.⁴
