If You Can’t Pay in Full
California law requires the processing agency to offer an installment plan when you can show you’re unable to pay the full amount at once.5California Legislative Information. California Code VEH 40204 The terms depend on whether you qualify as indigent.
You qualify as indigent if your income falls within the state’s fee-waiver guidelines or you receive public benefits. If you do, the processing fee for a payment plan is capped at $5. Monthly payments can be no more than $25 on balances of $500 or less, the plan can run up to 24 months, and there is no prepayment penalty. All late fees and penalty surcharges are waived while you’re enrolled, though they can be reinstated if you fall behind.6California Legislative Information. How to Contest a Compton Parking Ticket
If you believe the ticket was issued in error, you can challenge it through three stages. Deadlines are strict at every step.
Initial Review
Ask for an initial review within 21 calendar days of the citation date, or within 14 calendar days of a delinquent notice if the ticket has already gone past due.4California Legislative Information. The agency will dismiss the citation if it finds the violation didn’t occur, that you weren’t responsible, or that dismissal is justified in the interest of fairness.4California Legislative Information. California Code Vehicle Code VEH 40215 Strong grounds include incorrect vehicle information on the ticket, missing or obscured signage, a broken meter, or proof of a valid permit. Send photos, receipts, or any documentation you have. You’ll get a written decision back.
Administrative Hearing
If the initial review goes against you, request an administrative hearing within 21 calendar days of when the city mails its decision.4California Legislative Information. California Code Vehicle Code VEH 40215 Here’s the catch: you must deposit the full penalty before the hearing takes place. If you win, the deposit is refunded. If you qualify as indigent, you can ask for a hearing without paying the deposit by submitting proof of your inability to pay.
The hearing must be held within 90 calendar days of your request, and you can choose whether it happens by mail, in person, or by phone or electronic means if offered. An independent examiner reviews the evidence and issues a written decision. Bring everything: photos of the location and signage, your registration, receipts, permits.
Superior Court Appeal
If the hearing still doesn’t go your way, you have 30 calendar days from the mailing or delivery of the decision to file an appeal in superior court.7California Legislative Information. California Code VEH 40230 A copy must be served on the processing agency by first-class mail or in person.
The court reviews the case from scratch, though the agency’s file is admitted as evidence. There’s a court filing fee, and the court keeps it regardless of outcome. If you win, the processing agency reimburses the filing fee and refunds any deposit you paid.7California Legislative Information. What Happens If You Ignore a Compton Parking Ticket
The penalties escalate, and each stage makes the problem more expensive.
Late Fees
Late penalties are set by the city’s governing body and are added automatically once the initial payment window closes.8California Legislative Information. California Code Vehicle Code VEH 40203.5 A $50 base ticket can grow into well over $100 after two rounds of late penalties and collection fees.
DMV Registration Hold
Once a ticket is delinquent, the processing agency reports the balance to the California DMV. Towing at Five or More Unpaid Tickets

Some cities also use boot immobilization devices. Between towing, daily storage, and the underlying penalties, the total can run into hundreds of dollars.
State Tax Refund Intercept
Compton can refer unpaid parking debt to the Franchise Tax Board’s Interagency Intercept Collection Program. Credit and Insurance
Parking tickets are non-moving violations and generally don’t appear on your driving record or affect your car insurance directly. The indirect risk is real: if unpaid tickets lead to a registration hold and you’re then cited for driving with expired registration, that citation can show up on your record. If the debt is sent to collections, the collection account can appear on your credit report for up to seven years from the date of delinquency and lower your score by 50 points or more.
