Conduent State & Local Solutions, Inc. class action, which resolved claims that Direct Express prepaid debit cardholders were wrongly denied fraud refunds. The court granted final approval on November 1, 2024, and the claim deadline of September 12, 2024, has passed. If you did not file by then, you cannot submit a new claim. What the Settlement Covers
Direct Express is a U.S. Treasury program that delivers federal benefits, including Social Security and veterans’ payments, on prepaid Mastercard debit cards. Comerica Bank operated the program as the Treasury’s financial agent, and Conduent handled day-to-day operations including the call center and fraud-dispute processing.2American Banker. Cardholders alleged that when they reported fraudulent transactions, Conduent and Comerica routinely denied their refund claims in violation of federal Regulation E, which requires financial institutions to investigate reported errors within 10 business days and, in many cases, issue provisional credits while the investigation is underway. The case was filed as Case No. 5:19-cv-01075-XR in the U.S. District Court for the Western District of Texas, before Judge Xavier Rodriguez. The $1.2 million fund pays valid claimants, with Conduent separately covering settlement administration costs. The court considered a request for up to roughly $872,000 in attorneys’ fees and about $29,000 in litigation expenses. Who Was in the Class
The class includes current or former Direct Express cardholders who had one or more fraud claims denied between February 12, 2018, and September 28, 2022. Deadlines Have Passed
Two deadlines governed the settlement and both are closed:
- August 13, 2024 — deadline to opt out of the class or file an objection.
- September 12, 2024 — deadline to submit a claim.

How and When Payments Are Made
Each approved claimant receives a pro rata share of what remains in the $1.2 million fund after fees and costs. That means the individual payout depends on how many valid claims were filed; the more claimants, the smaller each share. Not To Be Confused With Other Conduent Cases
Two other Conduent matters come up in the same searches, and neither is administered by Kroll.
The first is In re Conduent Inc. Securities Litigation, Case No. 2:19-cv-08237-SDW-AME, a separate $32 million settlement of shareholder claims that Conduent made false statements to investors about its IT infrastructure. That case is administered by JND Legal Administration, not Kroll, and received final approval on May 24, 2023. The second is In Re: Conduent Business Services Data Breach Litigation, Case No. 2:25-cv-16953, pending in federal court in New Jersey before Magistrate Judge Michael A. Hammer. That litigation grows out of a 2024–2025 intrusion into Conduent’s systems that the company reported to the Department of Health and Human Services as affecting the protected health information of at least 62.2 million people. Stolen data included names, Social Security numbers, dates of birth, medical records, and health insurance information, though Conduent has said not every data element was present for every individual.8HIPAA Journal. Conduent began sending breach notification letters to affected individuals in October 2025 and offered 12 months of free credit monitoring and identity restoration services through Epiq, with enrollment at privacysolutionsid.com.9Inc. Conduent Breach: How To Know if You’re Affected At least ten class actions over the breach were consolidated in the New Jersey litigation, and on December 22, 2025, Judge Hammer appointed an eight-member Plaintiffs’ Steering Committee. An amended consolidated class action complaint was filed on June 12, 2026.10DiCello Levitt. State officials are also examining the breach. Texas Attorney General Ken Paxton announced in February 2026 an investigation of Conduent and Blue Cross Blue Shield of Texas, issuing civil investigative demands for documents and evidence.12Texas Attorney General. Attorney General Ken Paxton Demands Information From BCBS Texas and Conduent Missouri’s Department of Commerce has also opened an investigation and accused Conduent of “stonewalling” its requests for information.8HIPAA Journal. If your interest is the Kroll-administered Direct Express fraud-refund settlement, the practical situation is straightforward: the deadline is closed, and only claims filed on time will be paid, at whatever pro rata share the fund supports once processing finishes. If your interest is the data breach, that is a separate case still in litigation, with no claim window open and no settlement to file against.
