To register a vehicle in Connecticut, you complete Form H-13B, present proof of ownership, a Connecticut insurance card, and a valid Connecticut driver’s license or state ID at a Department of Motor Vehicles appointment, then pay the registration fees plus 6.35% sales and use tax on the purchase price. Depending on the vehicle’s age and history, you may also need an emissions test or a VIN verification before the DMV will process the application. Every vehicle driven on Connecticut roads must carry a valid registration, and a resident caught using out-of-state plates on a car they own faces a $1,000 fine.1Justia. Documents You Need
The core form is the Application for Registration and Title, Form H-13B, available on the DMV website or at any branch.2Department of Motor Vehicles. Connecticut Registration and Title Application – Form H-13B It asks for your personal information, the VIN, and lienholder details if the vehicle is financed. Check the VIN against your title carefully; one transposed digit will stall the application.
You also need proof of ownership. For a titled vehicle, that means the original certificate of title signed over by the previous owner. For a private-party purchase, bring a bill of sale with the purchase price, both parties’ names, addresses, and signatures. Connecticut’s Form H-31 works, though any bill of sale containing the required information is accepted.3Department of Motor Vehicles. Get a Bill of Sale For non-titled vehicles, bring the last owner’s registration and a Supplemental Assignment of Ownership (Form Q-1) instead.
When a used car changes hands, federal law requires the seller to fill in an odometer disclosure. Vehicles from the 2011 model year onward are subject to this until they are at least 20 years old; 2010 and older models are exempt after 10 years, and vehicles over 16,000 pounds gross weight are exempt entirely.4eCFR. Odometer Disclosure Requirements Make sure the seller has entered the reading on the title before you leave. The DMV will look for it.
Bring a valid Connecticut driver’s license or state ID to confirm identity and residency.
Insurance
Connecticut won’t issue a registration without proof of at least the state’s minimum liability coverage. Present a Connecticut insurance identification card showing the insurer’s name, policy number, and coverage dates with your application.5Justia. Connecticut Code 14-12b – Presentation of Insurance Identification Card The legal minimums are $25,000 per person and $50,000 per accident for bodily injury, plus $25,000 per accident for property damage. If coverage lapses after you register, the DMV can suspend the registration until you show proof of a new policy.
Emissions Testing
Most passenger vehicles need to pass a biennial emissions test before the DMV will issue or renew a registration. The test applies to vehicles more than four model years old and fewer than twenty-five model years old.6Justia. Connecticut Code 14-164c – Motor Vehicle Emissions Systems Newer vehicles skip the test but pay a $40 emissions exemption fee at registration.7Department of Motor Vehicles. DMV Fees Vehicles twenty-five years or older are fully exempt.
Authorized testing stations are listed on the state’s emissions program website by zip code. The inspection fee is capped at $20 per test. If your vehicle fails, complete repairs and pass a retest before the DMV will process the registration.
VIN Verification for Out-of-State Vehicles
If your vehicle was previously registered in another state, Connecticut requires a VIN verification confirming the vehicle matches its title documents. Most vehicles can be verified at official inspection stations run by a third-party contractor.8Department of Motor Vehicles. Get a VIN Verification
Some vehicles must go to the DMV’s own inspection lane in Wethersfield: salvage vehicles, homemade or kit cars, grey-market imports, former military vehicles, and motorcycles from model year 1980 or older. If the VIN is missing, altered, or unreadable, contact the DMV by email before bringing the vehicle in. If the verification is done before you move, Form AE-81 must be signed by a law enforcement agency, whether local police, state police, or a motor vehicle authority.9Department of Motor Vehicles. What It Costs
Connecticut registers passenger vehicles on a three-year cycle. The base registration fee is $120 for that period.10FindLaw. Connecticut General Statutes 14-49 – Fees for Miscellaneous Registration Residents age 65 and older can opt for a one-year registration at a prorated fee. On top of the base fee, expect the following:7Department of Motor Vehicles. DMV Fees
- Passport to the Parks fee: $24, which covers three years of free parking at state parks and beaches
- Clean Air Act fee: $15
- Title fee: $25
- Administrative fee: $10
- Plate fee: $5
- Lien fee of $10 if the vehicle is financed
- Emissions exemption fee of $40 if the vehicle is four model years old or newer
- Greenhouse gas fee of $15 if the vehicle has a certificate of origin, meaning it’s brand new
A new registration on a financed, brand-new passenger vehicle typically runs about $265 in DMV fees before taxes. A used car bought outright and old enough to need emissions testing comes in closer to $200.
Then there’s sales and use tax. Connecticut charges 6.35% on the purchase price of a motor vehicle. Vehicles with a sales price over $50,000 are taxed at 7.75% on the entire purchase price, not just the amount above $50,000. On a $55,000 vehicle, that means $4,262.50 in sales tax rather than the $3,492.50 the standard rate would produce.
Separately from the DMV, your town assesses an annual property tax on registered vehicles at a rate that varies by municipality. This is where registrations get blocked: if you fall behind on municipal vehicle taxes, the town issues a tax hold that prevents you from registering or renewing any vehicle until the balance is paid and the hold is released.11Department of Motor Vehicles. Compliance Issues Before scheduling any appointment, check for outstanding compliance issues using the DMV’s online compliance tool.12Department of Motor Vehicles. At the DMV Appointment
Connecticut DMV branches operate by appointment. Use the online scheduling portal to pick a location and time slot; walk-ins are not guaranteed service. Bring every document, your insurance card, and payment for the full amount. Checks, money orders, and credit or debit cards are accepted.
A DMV agent reviews the paperwork, verifies your insurance, processes payment, and enters the vehicle into the state’s registration system. If everything checks out, you leave with license plates and a registration certificate. Keep the certificate in the vehicle. It shows your expiration date and plate information, and you’ll need to produce it at any traffic stop.
Temporary Registration
If you can’t finish the full process right away, perhaps because you’re waiting on an emissions test or a title, Connecticut issues temporary registrations in 10-day increments. Standard passenger vehicles cost $21 per 10-day period.13Department of Motor Vehicles. Get a Temporary Registration Commercial vehicles pay $27 per 10 days if the gross vehicle weight rating is 6,000 pounds or less, and $49 per 10 days for heavier commercial vehicles. A temporary lets you legally drive while you sort out the remaining requirements.
Moving to Connecticut
New residents have 90 days from establishing residency to transfer a vehicle registration.14Department of Motor Vehicles. Transfer Your Vehicle Registration From Out of State The process mirrors a new registration: Form H-13B, the out-of-state title, proof of Connecticut insurance, a valid Connecticut driver’s license, and a VIN verification. If the vehicle has never been titled in Connecticut, you’ll also pay the title fee and any applicable sales and use tax based on the vehicle’s current value.
Active-duty military stationed in Connecticut get an exception under the federal Servicemembers Civil Relief Act. If you maintain legal residency in another state, you can keep the vehicle registered there. The vehicle is also exempt from Connecticut’s municipal property tax as long as any vehicle-related taxes owed in your home state are being paid.
Renewing Your Registration
The DMV sends renewal notices before your registration expires. If there are no compliance issues, you can renew online through the DMV’s renewal portal.15Department of Motor Vehicles. Renew Vehicle Registration Enter the plate number, verify your information, pay the fees, and new stickers arrive at the address on file. If the vehicle is due for an emissions test, that has to happen first.
The renewal fee is the same $120 base for three years, plus the Passport to the Parks and Clean Air Act surcharges. Residents 65 and older who chose the one-year cycle pay a prorated portion.10FindLaw. Connecticut General Statutes 14-49 – Fees for Miscellaneous Registration The most common reason a renewal gets blocked is unpaid municipal property taxes, so settle any outstanding balance with your town before attempting to renew.
