CPL Classes in Michigan: Classroom, Range, and Applying

CPL classes in Michigan run at least eight hours: five hours in a classroom and three hours on a firing range, taught by an instructor certified by the state or by a recognized national training organization. You must fire a minimum of 30 rounds during the range portion. The completion certificate is valid for five years, giving you that long to file a concealed pistol license application with your county clerk.1Michigan Legislature. What the Classroom Portion Covers

Michigan sets six required topic areas for the five classroom hours:1Michigan Legislature. Michigan Compiled Laws 28.425j – Pistol Training or Safety Program

  • Safe storage, use, and handling, including preventing unauthorized access, with an emphasis on child safety.
  • Ammunition knowledge and shooting fundamentals — how ammunition works, how to load and clear a pistol, and the basics of marksmanship.
  • Shooting positions, including proper stance, grip, and body mechanics.
  • Firearms law and civil liability, covering when deadly force is legally justified and the civil lawsuits that can follow a defensive shooting. This segment must be taught by an attorney or someone specifically trained in the use of deadly force.
  • Avoiding and controlling violent confrontations through de-escalation and awareness.
  • Michigan concealed carry laws, including where you can and cannot go once licensed.

The legal portion is where most students first encounter Michigan’s self-defense framework, including the state’s version of stand-your-ground protections and the Castle Doctrine. Instructors walk through scenarios that separate a justified use of force from one that leads to criminal or civil liability. This part of the class often surprises people who assume a CPL confers broad authority to use a firearm defensively in any threatening situation.

What Happens on the Range

You must spend at least three hours on a firing range under the supervision of a certified instructor and fire a minimum of 30 rounds.1Michigan Legislature. Michigan Compiled Laws 28.425j – Pistol Training or Safety Program The range portion is about showing that you can safely operate a pistol and hit what you’re aiming at. Most instructors run basic drills at varying distances. First-time shooters are common; the round count is modest by any standard.

You’ll usually need to bring your own pistol and ammunition, though many providers offer rentals. Ask before you show up.

Choosing a Class

Michigan does not run a single statewide training program. Private instructors certified by the state or by recognized national organizations, such as the NRA, offer classes independently. Prices generally run from $75 to $200 depending on provider, location, and whether ammunition and range fees are included. The Michigan State Police keep a list of certified instructors, which is a good starting point if you don’t have a personal recommendation.

Before you register, check a few things. Confirm the instructor provides a certificate that specifically references compliance with MCL 28.425j. Ask whether you need to supply your own pistol and ammunition. Verify whether the classroom and range portions happen on the same day or are split across multiple sessions. Some providers cover classroom instruction in the morning and head to the range after lunch, while others spread the course across a weekend. Either format satisfies the state requirement as long as the total hours and round count are met.

An instructor who signs off on a completion certificate for someone who did not actually complete the course commits a felony carrying up to four years in prison and a fine of up to $2,500.1Michigan Legislature. Who Can Actually Use a Michigan CPL Class

Before you pay for training, make sure you qualify for the license the class is meant to unlock. You must be at least 21, a U.S. citizen or lawful permanent resident, and a Michigan resident for at least six months. Residency is typically shown with a Michigan driver’s license or state ID. The six-month residency rule can be waived only for a temporary license when the county clerk finds probable cause that your safety or a family member’s safety is at immediate risk.2Michigan Legislature. Criminal history is the most common barrier. A felony conviction or pending felony charge disqualifies you outright. Certain misdemeanors trigger an eight-year waiting period from the date of conviction, including second-offense OWI, reckless driving, aggravated assault, domestic assault, and possession of a controlled substance. A separate category of less-serious misdemeanors carries a three-year waiting period.2Michigan Legislature. Michigan Compiled Laws 28.425b – License Application

Mental health history matters too. Michigan bars anyone who has been involuntarily committed (inpatient or outpatient) for mental illness, anyone found not guilty by reason of insanity, and anyone under a court order of legal incapacity. Applicants must also self-certify that they do not have a current diagnosis of mental illness that includes an assessment of danger to themselves or others.3Michigan Legislature. Federal law adds its own list of prohibited persons under 18 U.S.C. § 922(g), which can disqualify you even when Michigan’s rules do not.4United States Sentencing Commission. Section 922(g) Firearms Marijuana is a live area of conflict: Michigan allows medical and recreational use, but federal law still treats marijuana users as prohibited from possessing firearms, and the ATF’s Form 4473 has not yet been revised to change that.

Applying for Your License After the Class

The certificate of completion is valid for five years from the date you finish the course.1Michigan Legislature. Michigan Compiled Laws 28.425j – Pistol Training or Safety Program Bring these to your county clerk’s office in person:

  • Your training certificate, which must state that the course met the requirements of MCL 28.425j.
  • A valid Michigan driver’s license or state ID.
  • A completed CPL application, Form RI-012, available from the Michigan State Police or at the clerk’s office. You sign it under oath.5Michigan State Police. Concealed Pistol Application and Instructions

Intentionally making a false statement on the application is a felony carrying up to four years in prison and a fine of up to $2,500.2Michigan Legislature. Michigan Compiled Laws 28.425b – License Application

The total cost is $115: a $100 application and licensing fee to the clerk, plus $15 for fingerprinting.5Michigan State Police. Concealed Pistol Application and Instructions After filing, you’ll go to a law enforcement agency or LiveScan location for prints, which are sent to the Michigan State Police for state and federal background checks through NICS.6Federal Bureau of Investigation. Firearms Checks (NICS)

The clerk has 45 days from your fingerprint date to issue the license or send a written notice of disqualification. If the 45 days pass with no action, the receipt you got when you filed automatically functions as a concealed pistol license when carried alongside your Michigan driver’s license or ID, and it stays valid until the clerk issues the card or a denial.2Michigan Legislature. Training Requirements for Renewal

A Michigan CPL expires on your birthday between four and five years after the date of issuance. You can apply for renewal up to six months before expiration, and you remain eligible if your license expired within the past year.7Michigan Legislature. Michigan Compiled Laws 28.425l – Renewal

Renewal does not require repeating the full eight-hour class. Within the six months before renewal, you must complete at least three hours of training review and at least one hour of range time, and you self-certify that on the renewal application. No new instructor certificate is required. Fingerprinting is waived when your prints are already on file with the Michigan State Police. The renewal fee is $115.8Michigan State Police. What the License Doesn’t Cover

A CPL is not blanket permission to carry everywhere. Michigan law bars concealed carry inside specific places even with a valid license, including schools and school property (with a limited exception for parents dropping off or picking up students, who may keep a concealed pistol in their vehicle), childcare centers, sports arenas and stadiums, bars where the primary income comes from selling liquor by the glass, houses of worship unless the presiding official permits it, entertainment venues with a seating capacity of 2,500 or more, hospitals, college and university dorms and classrooms, and casinos regulated under the Michigan Gaming Control and Revenue Act.9Michigan Legislature. Michigan Compiled Laws 28.425o – Prohibited Premises The parking lots at these locations are not part of the premises, so a pistol locked in your vehicle in a hospital parking garage is legal even though bringing it inside is not. Federal buildings, post offices, and courthouses are off-limits under separate federal law.

Out of state, a Michigan CPL is recognized in roughly 40 states as of mid-2025, either through reciprocity or because those states allow permitless carry for anyone who legally possesses a firearm.10Michigan Legislature. Legislative Analysis – Michigan House The remaining states and Washington, D.C., do not honor Michigan permits. Check each state you plan to visit before you travel, since reciprocity changes and some states impose additional conditions even when they nominally accept out-of-state permits.
