Business registrations, annual reports, UCC filings, notary commissions, and apostille questions all go through Business Services at (860) 509-6002.2CT.gov. The phones are staffed Monday through Friday, 8:30 a.m. to 4:00 p.m. The office is at 165 Capitol Avenue, Suite 1000, Hartford, CT 06106, and walk-in visitors use the public counter at the State Office Building. When You May Not Need to Call
Several tasks that used to require a phone call are now handled entirely online.
Business entity lookups are free at service.ct.gov/business. You can search by business name, ALEI number, or filing number, and the same page has links for responding to a Notice of Intent to Dissolve or a Certificate of Dissolution.3CT.gov. Apostille and document authentication requests moved fully online as of September 2, 2025. Paper order forms are no longer accepted, and all requests go through sots.service.ct.gov/apostille. You submit the request online, then mail your original or certified documents with the printed receipt and a prepaid return envelope. Documents must have been notarized or certified within the last 10 years and carry an original signature or seal, and the office can only authenticate documents signed by a Connecticut state public official, such as a notary public, town clerk, registrar of vital statistics, court clerk, state agency commissioner, or justice of the peace.5CT.gov.
