CyberDriveIllinois is the online and in-person service platform of the Illinois Secretary of State’s office, where residents handle driver’s licenses, state IDs, vehicle titles, registration, and related compliance matters. Secretary of State Alexi Giannoulias oversees the office, which administers the Illinois Vehicle Code and keeps the driving and vehicle records used by law enforcement, insurers, and courts.1Illinois.gov. Apply for Vehicle Title and Registration Most routine transactions can now be finished online through the Secretary of State’s website; a smaller set still requires a facility visit.
What You Can Do Online vs. In Person
Through the Secretary of State’s online services, you can renew a vehicle registration, renew a driver’s license if you qualify, order a driving record, and use business and government filing services.2ILSOS.gov. Online Services Not every renewal is eligible for online processing; the office notifies you of your options when your renewal period approaches.
Some things still have to happen at a facility. First-time driver’s license applications, REAL ID upgrades, and the CDL skills test all require an in-person visit.
Driver’s License and State ID Services
Illinois issues standard driver’s licenses, REAL ID-compliant licenses, state identification cards, and Temporary Visitor Driver’s Licenses. Every applicant provides proof of identity, date of birth, Social Security number (or a signed declaration of ineligibility), and Illinois residency. Drivers under 21 move through the state’s three-phase Graduated Driver Licensing system, starting with a permit at 15 that requires a licensed adult in the car, followed by an initial license at 16 or 17 with nighttime and passenger restrictions, and a full license at 18 through 20 with zero-tolerance rules for alcohol still in effect.5Lake County, Illinois. Non-citizens who cannot get a Social Security number but can prove Illinois residency may apply for a Temporary Visitor Driver’s License. Applicants pass a vision screening, written exam, and road test, and bring proof of vehicle insurance to the road test.6ILSOS.gov. Temporary Visitor Drivers License A TVDL is not valid as federal identification and cannot be used for air travel, but it does allow legal driving inside Illinois.
REAL ID After May 7, 2025
Federal REAL ID enforcement took effect on May 7, 2025. Since that date, a standard Illinois license or state ID that is not REAL ID-compliant will not get you through a TSA checkpoint for a domestic flight, into most federal buildings, or onto a military base.7Transportation Security Administration. To upgrade, visit any Secretary of State facility with one document proving your identity and signature, one showing your date of birth, one showing your Social Security number, and two documents confirming your Illinois address. The document groups are listed on the Secretary of State’s REAL ID checklist.
Without a REAL ID, you can still fly using a valid U.S. passport, passport card, military ID, or permanent resident card.8Transportation Security Administration. Acceptable Identification at the TSA Checkpoint Starting February 1, 2026, travelers arriving at a checkpoint with no acceptable ID can pay a $45 fee to attempt identity verification through TSA’s ConfirmID program. Treat that as a fallback, not a travel plan.
Vehicle Registration and Titles
Every vehicle operated on Illinois roads must be registered. Registration takes proof of ownership, a completed application, and payment of fees. For a standard passenger vehicle, the current registration fee is $151 and the title fee is $165.9ILSOS.gov. Apply for Registration and Title
When you buy or receive a vehicle, you need the previous owner’s signed title, a completed title application, and the $165 title fee. The Electronic Registration and Title System lets you fill out and print the application before visiting a facility.
For vehicles with model year 2011 or newer, federal law requires the seller to give you an odometer disclosure statement showing the mileage at the time of sale. Vehicles of model year 2010 or older are exempt because the 10-year exemption window has passed.10eCFR. Part 580 Odometer Disclosure Requirements If you’re buying used, check that the odometer reading on the title matches the disclosure; a mismatch can signal tampering.
Illinois also offers specialty and personalized plates. Environmental plates fund the Department of Natural Resources’ State Park Trust Fund.11ILSOS.gov. Insurance and the Penalties for Going Without
Illinois law requires every vehicle owner to carry liability insurance, and the Secretary of State’s office verifies coverage. Get caught without it and your registration and driving privileges can be suspended.13Illinois Department of Insurance. Auto Insurance Shopping Guide
A first or second conviction for driving uninsured is a petty offense that carries a mandatory fine between $501 and $1,000, a three-month license suspension, and a $100 reinstatement fee. A third or subsequent conviction carries a flat $1,000 fine. If your license is already suspended for lack of insurance and you’re caught driving uninsured again during that suspension, you pick up an additional six-month suspension.14Illinois General Assembly. 625 ILCS 5/3-707 – Operation of Uninsured Motor Vehicle – Penalty
Reinstating your license after an insurance-related suspension means filing an SR-22 certificate through your insurance company with the Secretary of State. The SR-22 proves you carry the required liability coverage and must be maintained for three years. If your insurer cancels it during that period, your license gets suspended again.15ILSOS.gov. Emissions Testing
Emissions inspections are required in the Chicago metropolitan area and the Metro-East St. Louis region.16Illinois EPA. Vehicle Emissions Testing Program Most gasoline-powered passenger vehicles from model year 1996 and newer become subject to testing once they turn four years old. If you’re in an affected county, you’ll receive a notice when your vehicle is due.
Vehicles registered in an affected Illinois county but primarily operated in another state that also requires emissions testing can be tested in that other state, so long as you send the passing results back to the Illinois EPA.17Cornell Law School. Illinois Admin Code Title 35 Section 276.1001 Skipping a required test can get your registration suspended until you test and pass or obtain a waiver.
Commercial Driver’s Licenses
Illinois CDL applicants meet both state and federal requirements. Federal regulations require first-time Class A or Class B applicants to complete Entry-Level Driver Training from a provider listed on FMCSA’s Training Provider Registry before taking the skills test.18eCFR. Subpart F – Entry-Level Driver Training Requirements On and After February 7, 2022 The same training requirement applies the first time you add a passenger, school bus, or hazardous materials endorsement.
CDL holders must also maintain a valid Medical Examiner’s Certificate and keep their medical certification status current with the Secretary of State’s office. If your medical certificate expires without an update, your commercial driving privileges are downgraded automatically.19FMCSA. Medical Drivers with physical conditions that affect their ability to operate a commercial vehicle safely may need a variance or Skill Performance Evaluation certificate, which has to be carried in the vehicle at all times.
Disability Placard Fraud
One enforcement area worth flagging: disability parking placards. Under Illinois law, knowingly possessing, manufacturing, or using a fraudulent disability license plate or parking placard is a criminal offense, and the same statute covers providing false information on placard applications, including fabricated physician certifications.20Illinois General Assembly. 625 ILCS 5/11-1301.5 – Fictitious or Unlawfully Altered Disability License Plate or Parking Decal or Device The office works with law enforcement to prosecute these cases.
