Daycare Vouchers in Arkansas: Eligibility, Copays, and Waitlist

Daycare vouchers in Arkansas come through the state’s School Readiness Assistance (SRA) program, run by the Arkansas Department of Education’s Office of Early Childhood and funded by the federal Child Care Development Fund. A family of three earning less than $64,459 a year can qualify, and there’s no copay at all if that same family earns below $30,334.¹ Once you’re approved, the state pays your childcare provider directly.

Who Qualifies

Four things have to line up: income, activity, the child, and where you live.

Income

Gross monthly household income must be at or below 85 percent of the state median income. Every adult in the household counts, including a spouse or partner. The 2026 annual ceilings by family size:

Family of 2: $52,181
Family of 3: $64,459
Family of 4: $76,738
Family of 5: $89,016

Arkansas updates these each fiscal year.²

Work, School, or Training

Each adult in the household has to be working, in school, or in a training program for at least 20 hours a week. A combination counts, as long as the hours add up.³

The Child

SRA covers children from birth through age 12. The child must be a U.S. citizen, qualified immigrant, or refugee, and you’ll need documentation of that status. Parents and guardians do not have to be U.S. citizens themselves.⁴

Residency

You have to be an Arkansas resident, verified with a lease, utility bill, or similar document.

Documents To Gather

Missing paperwork is one of the most common reasons applications stall. Pull all of this together before you start:

Proof of income: consecutive pay stubs covering the last 30 days, tax returns, or benefit letters
Proof of activity: employment verification, school enrollment, or training documentation for each adult
Proof of Arkansas residency: lease, rent receipt, mortgage statement, utility bill, or official mail
Photo ID for every adult
Birth certificate for each child who will receive care
Citizenship or immigration documentation for each child
Social Security numbers for everyone in the household
A valid email address, since the program communicates by email

How To Apply

Applications go through the Department of Education’s online portal at portal-sra.ade.arkansas.gov. Create an account, complete the application, and upload your documents.⁵ You can also email a completed application to oec.familysupport@ade.arkansas.gov.⁶

What happens next depends on funding. If money is available in your county, a Program Eligibility Specialist will contact you to verify your information. If funds aren’t available, you’ll be notified and placed on a waitlist. Incomplete applications get returned or denied, so check every required document before you submit.

Groups That Skip the Waitlist

When funding is tight, Arkansas doesn’t serve families strictly in the order they applied. Certain groups get assistance regardless of available slots:

Teen parents
Families experiencing homelessness
Families receiving Transitional Employment Assistance (TEA) or Extended Support Services (ESS)
Guardians and custodians, who may qualify with income between 85 and 100 percent of the state median income
Adoptive families, with the same expanded income allowance
Childcare workers putting in at least 10 hours a week at a licensed, approved program, who may also qualify above 85 percent of SMI
Children with special needs
Children transitioning out of foster care

If any of these fit you, flag it on the application. It can mean the difference between approval and months of waiting.⁷

What the Voucher Pays and What You Pay

The state pays your provider directly. No cash goes to you. The amount depends on the provider’s daily rate, the child’s age, and whether the provider earns a quality enhancement payment through Arkansas’s Better Beginnings rating system.

Copays

Most families owe a copay, scaled to income and the age of the child. Families at or below the federal poverty level pay nothing for children who haven’t started kindergarten. To put numbers on it: a family of three with a child under four earning less than $30,334 a year qualifies for up to $35 per day in assistance with no copay. That same family earning closer to $64,459 could see a copay of up to $12 per day. Your copay will never exceed 4 percent of your monthly household income.¹

Picking a Provider

Your provider has to be licensed by the Office of Early Childhood and enrolled in SRA. Not every licensed facility participates, so confirm before you enroll your child. You can search licensed providers by location at portal.arkansas.gov.⁸

Absences

The state still pays your provider for a limited number of absent days, as long as the facility was open and your child was scheduled. Monthly caps:

July through October: up to 6 absences
November through February: up to 8 absences
March through June: up to 6 absences

Go over the cap and your provider can bill you for the extra days. Holiday and flu-season months catch families off guard, so keep track.⁹

Keeping the Voucher

Eligibility doesn’t freeze once you’re approved. Report changes in income, employment, household size, or address within 10 days. Skipping this can trigger an overpayment, meaning you owe money back, and deliberate misrepresentation can lead to disqualification from the program.

Arkansas re-evaluates eligibility on a six-month cycle. You’ll get a notice in the fourth month of your certification period so you have time to send updated documents before the sixth month runs out. Students may also face re-evaluation at the start of each new semester. Miss the deadline and your case can close, so watch your mail and email.

If You’re Denied or Terminated

You can challenge an adverse decision. For most denials and case closures that don’t involve fraud, request an Internal Review through the Office of Early Childhood.¹⁰

If the issue involves an overpayment or a fraud allegation, you have the right to a formal Administrative Hearing instead. Complete the back of your Notice of Action letter, or write a separate letter, and send it to DHS.Appeals@dhs.arkansas.gov, or by mail to the Department of Human Services, Office of Appeals and Hearings, P.O. Box 1437, Slot S101, Little Rock, Arkansas 72203-1437. Move quickly after any adverse notice; waiting can forfeit your appeal rights.¹¹
