How the County Sets Your Value

The Board of Tax Assessors runs a mass appraisal system, estimating what each parcel would sell for based on recent sales of comparable properties nearby. Assessors weigh square footage, lot size, age, and construction quality. Finished basements, renovated kitchens, and additions push the appraised value up. Deferred maintenance and structural damage should bring it down. Because the county is valuing thousands of parcels at once rather than walking through each home, the model routinely misses property-specific conditions. Reading Your Annual Notice of Assessment

Each year, the Board of Tax Assessors mails an Annual Notice of Assessment. Georgia law requires it to list last year’s assessment, this year’s assessment, the fair market value, the assessed value at 40%, and a description of the property split into real and personal categories.3Justia. The date printed on the notice is what matters, not the day it arrives. That printed date starts the 45-day clock for filing an appeal, so check it right away. How Your Tax Bill Is Calculated

Two numbers produce your bill: the assessed value and the millage rate. One mill equals $1 of tax for every $1,000 of assessed value. Take that $350,000 home. Multiply by 40% for an assessed value of $140,000. Divide by 1,000 and multiply by 20.81, and the bill comes to roughly $2,913 before exemptions. Any homestead exemption reduces the assessed value before the millage rate is applied, which is why exemptions can knock hundreds off the total.

Homestead Exemptions and Other Relief

A homestead exemption lowers your assessed value directly. DeKalb County offers a basic exemption to any owner living in the home as a primary residence on January 1, with no age or income requirement. To qualify, you must meet all of the following:

  • Own and occupy the home as your primary residence on January 1.
  • Register any vehicles you own or lease at the property address in DeKalb County.
  • Show the property address on your Georgia driver’s license or ID card.
  • File your state and federal income tax returns using the property address.
  • Be registered to vote at the property address.
  • Hold no homestead exemption on any other property.

Applications for the 2026 tax year are due by April 1. Later applications roll over to the following tax year. Senior and Disability Exemptions

The enhanced exemptions for seniors, disabled residents, and disabled veterans require that you already hold the basic homestead exemption. Floating Inflation-Proof Exemption

Georgia offers a separate exemption for homeowners age 62 and older with household income no higher than $30,000. It freezes the county portion of your assessed value so rising property values do not raise your county tax bill. Filing an Appeal

If the valuation looks too high, you have 45 days from the date printed on your Annual Notice of Assessment to file a written appeal. The deadline is strict and runs from the notice date, not the day the mail arrived. Appeals use the PT-311A form from the Georgia Department of Revenue or the DeKalb County appraisal office.10Georgia Department of Revenue. PT-311A Appeal of Assessment Form You must pick at least one ground:

  • Value: the appraisal exceeds what the property would actually sell for. Most residential appeals use this ground.
  • Uniformity: similar nearby properties are assessed at lower values relative to market price.
  • Taxability: the property should not be taxed at all.
  • Denial of exemption: the county rejected an exemption you believe you qualify for.

The form also lists breach of covenant and denial of covenant, which apply to conservation-use and historic-preservation covenants rather than typical homes.

Gather evidence before filing. A licensed appraiser’s independent appraisal is the strongest exhibit, though comparable sales and photographs of damage or deferred maintenance also help. Residential appraisals typically run from $300 to $1,200. Some property tax consultants work on contingency, taking 25% to 50% of any tax savings. File through DeKalb County’s online portal, deliver the form to the main office in Decatur, or mail it. If you mail close to the deadline, use certified mail with a return receipt so you have a postmark to prove timely filing.

After You File

The Board of Tax Assessors has 180 days to review your appeal. If it agrees the value is too high, it sends a corrected notice. If it makes no change, it notifies you and the Board of Equalization in writing, and your appeal advances to a hearing automatically. If the board changes the value but you still disagree, you have 30 days from the revised notice’s mailing date to request continuation to the Board of Equalization.11Justia. Board of Equalization Hearing

The Board of Equalization is an independent panel of three county property owners. Within 15 days of receiving your appeal, it schedules a hearing and notifies both sides. The hearing takes place 20 to 30 days after that notification. You can appear in person, send an authorized representative, or both. The board announces its decision at the end of the hearing and issues a written ruling that addresses each issue you raised.11Justia. Arbitration

Instead of the Board of Equalization, you can choose nonbinding arbitration when you file. You must submit a certified appraisal from a licensed Georgia real property appraiser within 45 days of the board acknowledging your appeal. Binding arbitration is limited to disputes over the value of real property. The arbitrator picks between your certified appraisal and the county’s value, the loser pays the arbitrator’s fees, and no further appeal to Superior Court is available. It fits best when you have a strong appraisal and want a final answer without litigation.

Superior Court

Either side can appeal the Board of Equalization’s decision to the Superior Court of DeKalb County within 30 days of the mailing date. Superior Court applies formal court rules, and engaging an attorney is worth serious thought at that stage. It is the final step in the process.

Payment Deadlines and Penalties

DeKalb County property taxes can be paid in full by September 30 or split into two installments due September 30 and November 15. Metered and kiosk postage dates are not accepted, so hand-cancel the envelope at the post office if you are mailing close to the deadline. What Happens If You Don’t Pay

Any account with a balance after December 31 is subject to a lien. The Tax Commissioner may issue a fi. fa., a legal claim against the property that authorizes the county to collect the overdue taxes. If the debt goes unpaid, the county can schedule the property for auction on the first Tuesday of the month at the DeKalb County Courthouse. Opening bids cover all prior-year taxes owed. The timeline from missed payment to sale varies, but consequences escalate quickly once a lien is in place. Business Personal Property

Businesses operating in DeKalb County file a separate return for personal property, covering furniture, fixtures, machinery, equipment, inventory, aircraft, and watercraft. Use form PT-50P, submitted directly to the county tax office between January 1 and April 1.14Georgia Department of Revenue. Businesses claiming a freeport exemption on eligible inventory submit form PT-50PF alongside the personal property return. If you filed a return the previous year and nothing has changed, Georgia law treats you as having filed at the same valuation.15Georgia Department of Revenue.
