Delaware Vehicle Registration Fees and Requirements

Registering a passenger car in Delaware costs $40 a year, but Delaware vehicle registration fees rarely stop there. Most owners also pay a 5.25% document fee the first time they title a car in the state, and as of October 1, 2025, drivers of electric, hybrid, and other alternative-fuel vehicles owe an annual surcharge on top of the base rate. What you actually pay depends on the vehicle’s weight, its fuel, whether you want a custom plate, and whether you qualify for one of the state’s exemptions.

Base Registration Fees by Vehicle Type

Delaware sets registration fees by statute. The core rates:

The gross load weight used for the math includes the chassis, body, equipment, and the maximum load the vehicle is designed to carry. A 10,000-pound truck, for example, works out to $40 for the first 5,000 pounds plus $18 for each of the next five 1,000-pound increments, or $130 a year.

The 5.25% Document Fee

Delaware has no traditional sales tax on vehicle purchases. Instead it charges a document fee at titling that usually dwarfs the annual registration cost. As of October 1, 2025, the document fee is 5.25% of the purchase price or the NADA book value, whichever is greater, with an $8 minimum.⁴²

On a $30,000 car, that is $1,575 at titling. Mobile homes get a lower rate of 3.75%.² New residents coming from lower-tax states are often caught off guard by this line item.

Surcharges for Electric, Hybrid, and Alternative-Fuel Vehicles

Starting October 1, 2025, Delaware adds an annual surcharge to the base registration fee for vehicles that pay little or nothing in gas tax. For vehicles under 6,000 pounds, which covers most passenger cars, the surcharge is:⁵

Fully electric or fuel cell: $110
Plug-in hybrid: $85
Non-plug-in hybrid: $60
Hydrogen, natural gas, or propane: $110
Electric motorcycle: $15

Surcharges climb sharply with weight; a fully electric vehicle over 26,001 pounds pays $900 a year in surcharges alone. Mopeds are exempt. Combined with the $40 base fee, a standard passenger EV now costs $150 a year to keep registered.

Vanity and Specialty Plates

A vanity plate adds $40 a year to your regular registration fee.² Specialty plates supporting specific causes cost $50 upfront and $25 a year to renew, again on top of standard registration.⁶ Both require a separate application through the DMV.

What You Need to Register a Vehicle

Delaware requires every vehicle to be both titled and registered. For a new registration, bring:⁷

Proof of ownership: the manufacturer’s certificate of origin for a new vehicle, or the out-of-state title properly transferred to you (notarized if the issuing state requires it).
Proof of liability insurance in your name, listing the vehicle.
Driver’s license or other valid ID.
A signed Application for Delaware Title from all owners on the title.
A bill of sale if you bought from a dealer.
Lienholder information if the vehicle is financed or leased.

Minimum Insurance Coverage

The DMV verifies coverage before completing any registration. Delaware’s minimums are:⁸

Bodily injury: $15,000 per person, $30,000 per accident
Property damage: $10,000 per accident

Inspection

Vehicles must pass an emissions and safety inspection as part of the registration process. Inspections are performed at DMV facilities at no charge, but the vehicle has to be brought in person.⁹ Renewal inspections happen every two years, and vehicles in the six newest model years weighing under 10,000 pounds are exempt at renewal; those owners get a renewal package by mail automatically.¹⁰

Moving to Delaware

New residents have 60 days to title and register their vehicles.¹¹ Missing that window is a criminal offense in Delaware, not a paperwork slip:¹²

First offense: $400 to $600 fine.
Subsequent offenses: $800 to $1,200 fine, 10 to 30 days imprisonment, or both.

Active-duty military and their families whose vehicles remain registered in their home state are exempt from the 60-day rule.¹²

Renewing Your Registration

You can renew up to 90 days before your expiration date. The DMV sends automated email or phone reminders at 90, 60, and 30 days out when it has your contact information. Renewal can be done by mail (only for inspection-exempt vehicles that receive a package), at any DMV drive-thru window, or in person. Bring your insurance card, driver’s license, current registration card, payment, and a current odometer reading. Vehicles over 55,000 pounds also need a current federal Heavy Vehicle Use Tax Form 2290 before the DMV will process the renewal.¹⁰

Late Registration Penalties

If your registration lapses before you renew, a $20 late fee is added to the standard renewal cost.¹ The late fee does not apply if:

The registration has been expired more than 12 months
You bought a temporary permit for the vehicle
The vehicle changed ownership
The vehicle was inspected before the registration expired

The first exception is counterintuitive: letting a registration lapse for more than a year eliminates the $20 fee, but you are effectively re-registering the car and remain exposed to any consequences from having driven it unregistered. On the road, expired tags can trigger a traffic stop and citation, and insurers may scrutinize whether the vehicle was legally operated if you file a claim.

Exemptions and Reduced Fees

Farm Vehicles

Farmers who earn at least $1,000 of their annual income from farming and own or rent at least 10 acres of actively farmed land pay a reduced rate on farm trucks: $40 for the first 5,000 pounds, then only $3.80 per additional 1,000 pounds instead of $18.¹³ A 15,000-pound farm truck costs $78 a year instead of $220. Farm vehicles, trailers, and farm motor vehicles operated within a 20-mile radius of the owner’s farm get an even better rate: a one-time $10 registration with no annual renewal, provided the vehicle is used exclusively for farm operations or personal non-commercial use and carries “FT” tags.³

Disabled Veterans

Veterans who qualify for “adaptive equipment” benefits through the VA are exempt from registration fees on one vehicle at a time. Adaptive equipment includes power steering, power brakes, power seats, and specialized equipment to help the veteran enter or exit the vehicle. VA documentation of eligibility is required.¹⁴

Active-Duty Military

Active-duty, reserve, and National Guard members and their dependents stationed in Delaware are not required to register a vehicle here if it is already registered in their home state.¹² Those who do register in Delaware are exempt from the document fee, which on a $30,000 vehicle saves $1,575. Military orders showing the change of duty station must be provided within 90 days of relocating or within 90 days of purchasing the vehicle.¹⁵
