North Carolina began issuing a mobile driver’s license on July 1, 2025, giving residents a digital version of the plastic card that they can carry on a smartphone. Who Qualifies
You need an active North Carolina driver’s license. The statute limits the mDL to anyone “for whom a valid license exists or is issued,” so a suspended, revoked, or expired license means no digital version either.2North Carolina General Assembly. If you are old enough to hold a North Carolina license, you can request the mobile version.
You also need a smartphone that can run the DMV’s chosen platform. The law requires the credential to be linked to and displayed on a device owned by the license holder, which rules out sharing a credential across phones or storing one on a device that is not yours.1North Carolina General Assembly. How to Sign Up
The DMV has not published a detailed public walkthrough. Expect to need your physical license number and the personal information on file with the DMV, including the last four digits of your Social Security number, to verify your identity.3North Carolina Department of Transportation. North Carolina has not officially announced which digital wallets will support the credential. The state is not currently listed among those integrated with Apple Wallet for driver’s licenses. The DMV may launch a standalone app, plug into major wallets like Apple, Google, or Samsung, or do both. Check the NCDOT website for the current option.
The state has not publicly announced a fee. Some states include the mDL with the standard license charge; others add a small supplemental fee. The NCDOT fee schedule will list the current price once enrollment is fully active.
Where It Works
Because G.S. 20-7(m1) makes the mDL the legal equivalent of a physical license, any entity that accepts a North Carolina driver’s license should also accept the digital version.2North Carolina General Assembly. - Law enforcement should accept the mDL during traffic stops, though not every agency has scanning equipment yet, and handing an officer your phone raises practical questions a plastic card does not.
- TSA accepts digital IDs from participating states at more than 250 airports, but North Carolina is not currently on that list. - Retailers selling alcohol, tobacco, or other age-restricted goods may accept the digital ID, but no law requires them to. Acceptance will spread as businesses install compatible readers.
The law is running ahead of the infrastructure. The credential is valid; the reader on the other side of the counter often is not ready to check it.
The Privacy Advantage
A mobile driver’s license can share only the specific piece of information a verifier needs. Buying alcohol, for instance, the system can confirm you are over 21 without displaying your address or license number. The National Institute of Standards and Technology identifies this selective disclosure capability as a core feature of the mDL standard.6NIST. One trade-off: if you are unconscious after an accident, a first responder can pull a plastic card from your wallet but usually cannot unlock your phone to reach a digital one.
Keep the Plastic Card
This is the practical bottom line. The statute defines the mDL as a supplement to your valid license, not a substitute for it.2North Carolina General Assembly. Phones die, break, and run out of battery. Many businesses, government offices, and out-of-state agencies cannot yet verify a North Carolina mDL. States that do not recognize digital IDs at all will not care what is on your phone. Use the mobile driver’s license as a convenient backup and a privacy tool, and keep the plastic card in your wallet.
