Do Disabled Veterans Get Free Airport Parking in Florida?

Disabled veterans do get free airport parking in Florida, but the benefit is narrower than many assume. Under Section 316.1964 of the Florida Statutes, every publicly owned or publicly operated airport in the state must waive parking fees for vehicles displaying a qualifying Florida disabled veteran (DV) license plate, vehicles fitted with certain accessibility equipment, or vehicles showing a valid Florida Toll Exemption permit.1The Florida Legislature. Florida Code 316.1964 – Exemption of Vehicles Transporting Certain Persons Who Have Disabilities From Payment of Parking Fees and Penalties A general disability placard or standard disability plate will not do it.

What Actually Qualifies

The statute names three categories of vehicles that publicly owned or operated airports must allow to park for free:1The Florida Legislature. Florida Code 316.1964 – Exemption of Vehicles Transporting Certain Persons Who Have Disabilities From Payment of Parking Fees and Penalties

  • Vehicles displaying a Florida DV plate issued under Section 320.084, 320.0842, or 320.0845.
  • Vehicles equipped with ramps, lifts, or hand or foot controls designed for use by a person with a disability.
  • Vehicles displaying a valid Florida Toll Exemption permit.

That’s the whole list. If your vehicle fits one of these three buckets, the airport cannot charge you. If it doesn’t, standard rates apply, even to veterans with significant service-connected disabilities.

The Three Qualifying DV Plates

Florida issues three plate types that trigger the airport parking exemption, and each has its own eligibility path.

The standard DV plate under Section 320.084 goes to Florida-resident veterans with an honorable discharge who meet one of three conditions: a 100% service-connected disability rating from the U.S. Department of Veterans Affairs, a 100% service-connected disability combined with military disability retirement pay, or original acquisition of a vehicle through a VA automobile grant.2The Florida Legislature. Florida Code 320.084 – Free Motor Vehicle License Plates to Certain Disabled Veterans The first plate is free.

The wheelchair-accessible DV plate under Section 320.0842 is an alternative to the standard plate for veterans who already qualify under Section 320.084 and who permanently use a wheelchair due to a service-connected disability, or who qualify for a disabled parking permit.3The Florida Legislature. Florida Code 320.0842 – Free Motor Vehicle License Plates for Certain Disabled Veterans Who Use Wheelchairs

The Paralyzed Veterans of America plate under Section 320.0845 is available to any Florida resident who is a PVA member. Eligibility runs through membership rather than a VA disability percentage.4Florida Senate. Florida Code 320.0845 – License Plates for Members of Paralyzed Veterans of America

Vehicles With Accessibility Equipment

You don’t have to be a veteran to use this route. Any vehicle equipped with ramps, lifts, or hand or foot controls installed for a person with a disability qualifies for free parking at publicly owned or operated Florida airports.1The Florida Legislature. Florida Code 316.1964 – Exemption of Vehicles Transporting Certain Persons Who Have Disabilities From Payment of Parking Fees and Penalties The equipment on the vehicle is itself the proof. Tampa International Airport lists this alongside DV plates as a qualifying criterion.5Tampa International Airport. Accessibility Services

What Does Not Qualify

This is where the statute catches people out. Airports are explicitly allowed to charge vehicles displaying:1The Florida Legislature. Florida Code 316.1964 – Exemption of Vehicles Transporting Certain Persons Who Have Disabilities From Payment of Parking Fees and Penalties

  • Standard disabled parking placards issued under Section 320.0848, whether permanent, temporary, or lifetime.
  • Disability license plates issued under Section 320.0843 (the wheelchair-symbol plates for non-veterans with qualifying disabilities).
  • Disabled parking permits issued under Section 316.1958.

A disability alone doesn’t get you free airport parking in Florida, and neither does a partial VA rating. A veteran rated at 70% or 80% who doesn’t hold one of the three qualifying DV plates pays the same rate as everyone else.

How to Use the Benefit at the Airport

Pull a ticket at the entry gate as usual. On the way out, take a staffed exit lane rather than an automated kiosk. The attendant will look at the DV plate on the vehicle, or check for the accessibility equipment, and zero out the charge. You don’t need to bring VA paperwork with you each time; the plate on the car is the credential.

Watch the stay limits. Tampa International caps free parking under this benefit at 45 days per vehicle.5Tampa International Airport. Accessibility Services Other airports set their own limits, so call the parking office ahead of a long trip.

Out-of-State DV Plates

The statute references Florida plates issued under Sections 320.084, 320.0842, and 320.0845. It does not mention out-of-state equivalents. The mutual recognition that exists between states covers the right to use accessible parking spaces, not free parking. A veteran visiting Florida with a DV plate from another state should confirm the airport’s policy in advance rather than assume the exemption applies.

Getting a Florida DV Plate

Apply at your county tax collector’s office. Bring either a Florida Department of Veterans’ Affairs ID card or a letter from the U.S. Department of Veterans Affairs certifying your 100% service-connected disability rating, along with your vehicle registration and proof of insurance.2The Florida Legislature. Florida Code 320.084 – Free Motor Vehicle License Plates to Certain Disabled Veterans The wheelchair-accessible version under Section 320.0842 requires the same documentation plus proof of permanent wheelchair use or eligibility for a disabled parking permit.3The Florida Legislature. Florida Code 320.0842 – Free Motor Vehicle License Plates for Certain Disabled Veterans Who Use Wheelchairs For the PVA plate, bring proof of PVA membership along with the standard license tax and fees.4Florida Senate. Florida Code 320.0845 – License Plates for Members of Paralyzed Veterans of America Once the plate is on the vehicle, the airport benefit follows automatically.
