Who Qualifies
The eligibility floor is a 50% or greater service-connected disability rating from the VA. Louisiana Revised Statutes 47:490.4 authorizes a “DV” military honor license plate for any Louisiana resident who meets that threshold. The plate displays “DV” alongside the international symbol of accessibility and carries the same parking privileges as a mobility-impairment plate. There is no fee for the plate, it does not need to be renewed like a standard plate, and the state can issue one for each vehicle registered in the veteran’s name.2Justia Law. You apply through the Louisiana Office of Motor Vehicles and present proof of your qualified veteran status; VA disability rating documentation is the standard proof. On request, the OMV will also issue a free hang tag bearing the accessibility symbol, which is useful when you’re driving a vehicle that doesn’t carry the DV plate.2Justia Law. How to Claim Free Parking at MSY
MSY provides the benefit in its Short Term Garage, Long Term Garage, Surface Lot, and Economy Garage. Pull a ticket at the gate as normal. When you leave, hand the exit booth operator a completed MSY Veteran Parking Benefit Request form along with one of three documentation packages:1Louis Armstrong New Orleans International Airport. - A Louisiana DV plate on the vehicle you parked, plus a current VA identification card (or your driver’s license with the vehicle registration in your name), plus proof of travel.
- A VA identification card without a Louisiana DV plate, plus proof of your 50% or greater rating shown through the VA mobile app, plus proof of travel.
- A completed Veterans Airport Parking Benefit Certification (LDVA Form F33), certified by the Louisiana Department of Veterans Affairs and confirming a 50% or higher rating, plus a photo ID matching the name on the form, plus proof of travel.
Proof of travel means an airline ticket or itinerary showing departure and return dates that line up with your parking dates. What the Benefit Does Not Cover
Two exclusions catch people every time. Valet parking is not covered. Pre-paid parking booked through MSY’s online reservation system is not covered either, and once you’ve reserved online the airport will not refund the charge when you present DV documentation at exit. Visiting From Out of State
A DV license plate from another state does not, by itself, qualify you for the MSY benefit. If you haven’t obtained a Louisiana DV plate, use one of the alternative paths instead: your VA identification card with the 50% rating displayed through the VA mobile app, or the LDVA Form F33.1Louis Armstrong New Orleans International Airport. Form F33 has to be certified by a veteran assistance counselor at the Louisiana Department of Veterans Affairs, so it isn’t something you can arrange at the exit booth. Handle it before you travel. The VA mobile app route is quicker if you already carry a VA ID card and your rating is visible in the app.
Other Louisiana Airports
The Louisiana Department of Veterans Affairs states that veterans with a 50% or greater service-connected rating may be eligible for free parking at Louisiana airports generally, using an LDVA-certified form and their travel itinerary. Before you fly out of Baton Rouge Metropolitan, Lafayette Regional, or any smaller field, call the airport’s parking office and confirm what documentation they accept and whether you need to register in advance. The MSY procedure is not a statewide standard.
If You’re Charged Anyway
The parking operator at the MSY exit booth is the one who validates the benefit, and the airport’s published policy states that refunds are not provided when documentation is incomplete. If you were turned away and paid, the practical first step is to gather every piece of paperwork the policy requires and take it back to the airport’s parking office rather than chasing a refund after the fact.

The simplest way to avoid all of this: assemble your documents before you drive to the airport. Confirm your rating is visible in the VA app, or obtain and complete Form F33 through an LDVA counselor, print your itinerary, and keep the packet with your ID. Pull a ticket at the gate. Hand everything to the operator on the way out.
