Yes. Disabled veterans do get free tolls in Oklahoma if they hold a 100% service-connected disability rating from the U.S. Department of Veterans Affairs and are driving a personally owned, non-commercial vehicle. The exemption took effect November 1, 2025, when Senate Bill 64 amended Title 69, Section 1711 of the Oklahoma Statutes, and the Oklahoma Turnpike Authority (OTA) administers enrollment.
Who Qualifies
Three conditions all have to be met:
- Your VA disability rating must be certified at 100% service-connected. A 90% combined rating does not qualify.
- The vehicle must be registered in your name. Rentals, borrowed cars, and fleet vehicles are out.
- The vehicle must be non-commercial. A personal pickup is fine; a pickup registered as commercial is not.
The waiver applies across the OTA’s roughly 600 miles of turnpike. It does not extend to toll roads in other states, even if your PikePass reads there.
How to Enroll
Senate Bill 64 directed the OTA to set the specific application procedure, so check the OTA’s website or call their offices for the current form. Two documents will drive the process:
- Your VA Benefit Summary Letter showing a combined service-connected evaluation of 100%. The VA sometimes calls this a “VA award letter.”
- A current Oklahoma vehicle registration in your name showing non-commercial classification.
Enrollment will almost certainly run through PikePass, since that is how the turnpike system identifies vehicles and collects tolls. If you change vehicles, plan to update your information with the OTA so the exemption follows the correct plate.
Getting Your VA Benefit Summary Letter
If you don’t have your letter on hand, download one from VA.gov. Sign in with a verified Login.gov or ID.me account and go to the letters section for the “Benefit summary and service verification letter.”2Veterans Affairs. Don’t Drive the Turnpike Before You’re Enrolled
Oklahoma’s turnpikes run on electronic tolling. Driving through without a valid PikePass or paying the toll can trigger a $25 penalty per violation.3Justia Law. Oklahoma Code 47-11-1401.2 – Toll Collection Regulations Qualifying for the exemption doesn’t shield you from those penalties if your vehicle isn’t yet linked to an approved account. Get the paperwork through before you drive.
If You’re Below 100%
The toll exemption is 100% only. But veterans rated at 50% or higher qualify for a separate benefit: a discounted vehicle registration rate of $5 plus applicable insurance and mailing fees, covering up to two vehicles per veteran.
