Do I Need a Photo Card to Renew My License in PA?

No, you do not need a separate photo card to renew your license in PA. Your Pennsylvania driver’s license is already a photo identification document, and PennDOT takes a new photograph as part of the renewal itself. There is nothing to bring from home that resembles a passport photo or a stand-alone ID card.¹

The confusion usually traces back to a different product PennDOT issues: the Photo ID card. That card exists for Pennsylvania residents who don’t drive but still need official identification. It is not a driver’s license and it has nothing to do with renewing one.²

What About a Camera Card?

If someone told you to expect a “card” in the mail before your new license shows up, they were probably talking about a camera card. That’s a different thing, and it only comes into play if you renew online or by mail.

When you renew online, PennDOT processes the paperwork and mails you a camera card within about 14 days. You then take that camera card to a PennDOT Photo License Center to have your picture taken and pick up your updated license.¹ The mail-in path works the same way, with the camera card arriving within seven to ten business days after PennDOT processes your form.³

So online and mail renewals still require an in-person photo visit at some point. If you renew in person from the start, PennDOT handles the photo the same day and there’s no camera card in the process at all.

How Renewal Actually Works

Pennsylvania driver’s licenses are valid for four years and expire the day after your birthday. Drivers 65 and older can choose a two-year renewal instead. PennDOT sends an Invitation to Renew (Form DL-60A or DL-60R) about three months before your expiration date. If it doesn’t arrive, you can download Form DL-143 from the PennDOT website and use that.¹

Your license has to be currently valid and not suspended, revoked, or cancelled. An expired non-commercial license can still be renewed as long as it hasn’t been suspended or revoked, though driving on an expired license is illegal, so don’t treat that as a grace period.³

Online

Available to non-commercial drivers who don’t need a name or address change and can pay by credit or debit card. PennDOT mails the camera card, then you go in for the photo.

By Mail

If your renewal invitation offers a mail option, send the completed form with a check or money order payable to PennDOT. Cash is not accepted. Camera card arrives in seven to ten business days.³

In Person

Visit any PennDOT Driver License Center, take the vision screening, have your photo taken, and pay the fee. Most centers accept checks, money orders, and credit or debit cards but not cash. You’ll usually leave with a temporary paper license, and the permanent card comes in the mail.

Every REAL ID renewal after the first is at the standard renewal price with no extra documents required.⁴⁵

Vision Screening

When you renew in person, you take a vision screening at the Driver License Center. Pennsylvania requires at least 20/40 combined vision to drive without corrective lenses. If your combined vision meets 20/40 but one eye falls below that, you’ll need either corrective lenses or a statement from an optometrist or ophthalmologist confirming that lenses wouldn’t improve your combined vision.⁶

Consider a REAL ID at Renewal

Renewal is the moment most people decide whether to upgrade. Federal REAL ID enforcement began on May 7, 2025, so a standard Pennsylvania license marked “NOT FOR REAL ID PURPOSES” no longer works for boarding domestic flights, entering military bases, or accessing certain federal buildings. Some federal agencies may still accept non-compliant licenses under phased enforcement, but all agencies must reach full enforcement no later than May 5, 2027.⁷⁸

A standard license still works for driving, voting, visiting hospitals, going to the post office, accessing federal courts, and receiving federal benefits. If you never fly domestically and don’t need to enter military installations, you can keep renewing a standard license without any problem.⁵

The first REAL ID requires an in-person visit to a PennDOT Driver License Center with original or certified copies of documents proving identity and lawful status, your Social Security number, two proofs of Pennsylvania residency, and any legal name-change documents that connect your birth name to your current name.⁹ Driver License Centers verify your documents and mail the card within 15 business days. REAL ID Centers issue it the same day.⁵
