In New York, you do not need an inspection before registration — you register the vehicle first, and then you have 10 days to get it inspected at a licensed station. The DMV issues you a temporary form at registration that covers you during that window. The one exception is buying from a New York dealer, in which case the dealer is required to have the vehicle inspected before handing it to you.
How the 10-Day Extension Works
When you register a vehicle you bought through a private sale, the DMV issues a form called the VS-1077, officially titled “Ten-Day Time Extension for Motor Vehicle Inspection.” That form gives you 10 days from the registration date to bring the vehicle to a licensed inspection station.1Department of Motor Vehicles. The extension is narrow. It exists so you can get to the inspection station, not so you can drive around uninspected for a week and a half. If you let those 10 days pass without an inspection, you are subject to the same fines as any driver with an expired or missing sticker.
If You Buy From a New York Dealer
Buying from a dealer registered with the New York DMV changes the order entirely. The law puts the inspection on the dealer, not on you. Under New York Vehicle and Traffic Law Section 301, the dealer must have the vehicle inspected within 30 days of the sale date and before delivery.3New York State Senate. If You Moved to New York From Another State
If you moved here with a vehicle that still carries a valid inspection sticker from another state, you do not need a New York inspection right away. The out-of-state inspection stays valid until its own expiration date or one year from the date you register the vehicle in New York, whichever comes first.4New York Codes, Rules and Regulations. If your previous state did not require inspections, or your old sticker has already expired, you follow the standard route: register the vehicle, get the VS-1077, and get inspected within 10 days.
What the Inspection Covers
A New York inspection has two parts at a DMV-licensed station, identified by a yellow and black “Official Inspection Station” sign.
The safety portion, required under Vehicle and Traffic Law Section 301, checks brakes, steering, wheel alignment, lights (including license plate illumination), tires, tire pressure, seat belts, shoulder harnesses, and window tint. The inspector also records your odometer reading on the sticker, and for vehicles built after September 1997, notes whether the airbag readiness indicator is working.3New York State Senate. Most passenger vehicles from model year 1996 and newer, with a gross vehicle weight rating under 8,501 pounds, also need an OBD II emissions test. The inspector plugs into the vehicle’s diagnostic port and reads the computer for trouble codes and readiness. What It Costs
Inspection fees are set as maximums. Stations can charge less, not more. For a typical passenger car:
- Safety inspection only: up to $10
- OBD II emissions inspection outside the New York Metropolitan Area: up to $11
- OBD II emissions inspection inside the New York Metropolitan Area: up to $27

What Happens If You Skip the Inspection
Two things happen if you register the vehicle and never follow through on the inspection, and the second one is usually worse than the first.
The fine depends on how long the sticker has been expired. Within 60 days, the fine runs $25 to $50. Beyond 60 days, or with no sticker at all, it climbs to $50 to $100 for a first offense and $50 to $200 for subsequent offenses, which can also carry up to 15 days in jail.8New York State Senate. About New York State Inspections And you do not need to be pulled over to get one. Under VTL 306, a violation on a parked vehicle on a public road counts as a parking violation, so a parking enforcement officer can write you up at the meter.
The bigger consequence is the registration renewal block. The DMV will not let you renew your registration if there is no record of a valid inspection within the past 12 months. Inspection results are reported electronically, so an uninspected vehicle cannot renew online, by mail, or in person. If the registration has already been expired for more than a year, you cannot renew at all and have to re-register from scratch at a DMV office.9NY DMV.
