To qualify for food stamps in NC — officially called Food and Nutrition Services (FNS) — you need to live in North Carolina, be a U.S. citizen or a qualifying non-citizen, have household income within the program’s limits, and meet work or student rules if they apply to you. Residency and Citizenship

Federal law narrowed non-citizen eligibility effective February 1, 2026. The only non-citizen categories still eligible are lawful permanent residents (green card holders), Cuban and Haitian entrants, and citizens of Compact of Free Association nations — the Marshall Islands, Micronesia, and Palau. Refugees, asylees, trafficking victims, and people granted withholding of deportation are no longer separately eligible categories.3USDA Food and Nutrition Service. Lawful permanent residents generally have to wait five years before receiving benefits. Exempt from that wait: children under 18, individuals with disabilities, those with 40 qualifying quarters of work credit, and those with a U.S. military connection.1NC DHHS. Income Limits
Income is measured two ways: gross (before deductions) and net (after allowable deductions). Under standard federal rules, gross monthly income cannot exceed 130 percent of the Federal Poverty Level and net cannot exceed 100 percent.4Food and Nutrition Service. SNAP Eligibility North Carolina uses Broad-Based Categorical Eligibility (BBCE), which can allow households with gross income above 130 percent of the FPL to qualify. The net income test still applies. Your county Department of Social Services or the ePASS portal can confirm the exact gross limit that applies to you.

A household is everyone who lives with you and normally buys and prepares food together.
Deductions That Can Get You Under the Limit
Your gross income is what you earn; your net income is what counts after deductions. A number of subtractions can make the difference between qualifying and not:
- A standard deduction of $209 per month for households of one to three people, and $223 for a four-person household (higher for larger households).4Food and Nutrition Service. SNAP Eligibility
- A 20 percent earned income deduction — one-fifth of wages or self-employment earnings comes off before the net test.
- The full cost of dependent care you pay so you can work or train.
- Legally obligated child support payments.

- Out-of-pocket medical costs above $35 per month for any household member age 60 or older or receiving disability benefits. Do Your Assets Count?
For most North Carolina households, no. BBCE removes the asset test, so bank accounts, vehicles, and property generally don’t affect eligibility. The test still applies in some situations — for example, if a household member has been disqualified for a program violation. When it does apply, the limit is $3,000 in countable resources, or $4,500 if at least one member is 60 or older or has a disability. Work Requirements
Two sets of rules apply: general work registration for most working-age adults, and stricter time limits for adults without dependents.
General Work Registration
If you’re between 16 and 59, you generally must register for work, accept suitable job offers, and not voluntarily quit or drop below 30 hours per week without good cause.7NCDHHS. You are excused if you are caring for a child under six or an incapacitated person, in drug or alcohol treatment, already working 30 or more hours a week, enrolled in school at least half-time, or unable to work because of a physical or mental limitation.7NCDHHS. ABAWD Time Limits
As of December 1, 2025, you’re subject to Able-Bodied Adults Without Dependents (ABAWD) time limits if you are between 18 and 64, physically and mentally able to work, and no one under age 14 lives in your household.7NCDHHS. Work Requirements for Able-Bodied Adults Without Dependents If ABAWD rules apply to you, benefits are capped at three months in any 36-month period unless you work, volunteer, or take part in an approved activity for at least 80 hours per month.8Food and Nutrition Service. If you’ve been cut off, you can regain eligibility by completing 80 hours of work or an approved activity within any 30-day period and then contacting your caseworker to reapply.7NCDHHS. Work Requirements for Able-Bodied Adults Without Dependents
College Students
If you’re enrolled more than half-time in college or another institution of higher education, you generally don’t qualify for SNAP unless you meet a federal exemption.9Food and Nutrition Service. Students The common exemptions:
- Working at least 20 hours per week in paid employment
- Participating in federal or state work-study
- Caring for a child under six
- Being a single parent enrolled full-time and caring for a child under 12
- Receiving TANF
- Being under 18 or age 50 or older
- Being placed in college through a SNAP Employment and Training program, a Workforce Innovation and Opportunity Act program, or a Trade Adjustment Assistance program
Without one of these, a low income alone won’t get you benefits while you’re a more-than-half-time student.
How Much You’d Receive
Your monthly benefit equals the maximum allotment for your household size minus 30 percent of your net income. The program assumes you can put about 30 percent of your own income toward food and covers the gap. Zero net income means the full maximum.

How to Apply and What to Have Ready

Have identification for the head of household, Social Security numbers and birthdates for everyone, proof of income (pay stubs, benefit award letters, tax returns for self-employment), bank and investment balances, monthly expenses (rent or mortgage, utilities, childcare, child support), medical bills for anyone 60 or older or disabled, and paperwork for any other benefits you receive.12NCDHHS.
