A few add-ons aren’t bundled in, and some seniors don’t need a license at all, so it helps to know the details before you pay.
What the $12 License Covers
The Resident Senior Consolidated License is good in Maryland’s nontidal fresh waters and in the tidal waters of the Chesapeake Bay and its tributaries, the Atlantic coast, and the coastal bays.1Maryland Department of Natural Resources. It runs for a full 365 days from the date you buy it, not to the end of the calendar year. Holders are also specifically exempt from needing a separate nontidal angler’s license under Section 4-604 of the Natural Resources Article.2Maryland General Assembly. Maryland Code Natural Resources 4-604
What’s Not Included
Two common add-ons sit outside the consolidated license.
Trout Stamp
The trout stamp is not bundled with the senior consolidated license. If you plan to fish for trout, you’ll need to buy the stamp separately.1Maryland Department of Natural Resources. Crabbing

How and Where to Buy It
You have three options: online through the DNR’s Maryland Outdoors licensing portal, in person at one of eight DNR Regional Service Centers, or at any participating sport license retail agent in the state.1Maryland Department of Natural Resources. Bring proof of age and Maryland residency. A Maryland driver’s license or state-issued ID handles both. State law also requires you to provide your Social Security number on the application, under Section 4-205 of the Natural Resources Article.1Maryland Department of Natural Resources. When You Don’t Need a License
Some seniors don’t need to buy anything. Maryland law carves out several exemptions from the nontidal fishing license requirement:
- Landowners and tenants who live on property bordering nontidal water can fish in that adjoining water without a license. The exemption extends to your spouse, your children, and their spouses.2Maryland General Assembly. Maryland Code Natural Resources 4-604
- Maryland residents on active-duty military leave can fish in the state without a license as long as they carry a copy of their leave orders.2Maryland General Assembly. Maryland Code Natural Resources 4-604
- On free fishing days, no one needs a license. Maryland typically designates the first two Saturdays in June and July 4.3Maryland Department of Natural Resources. Free Fishing
- Certain waters are designated free fishing areas where no license is required year-round.
- Anglers holding a DNR-issued disability exemption under Section 4-217 are also exempt.2Maryland General Assembly. Maryland Code Natural Resources 4-604
Tidal waters have their own exemption list under Section 4-745. Fishing from a licensed commercial pier, being a guest on a boat carrying certain sport fishing decals, or owning waterfront property and fishing the adjacent tidal water with family can all put you outside the tidal license requirement.4Maryland General Assembly. Penalties for Skipping the License
Fishing without a valid license in Maryland is a misdemeanor. A first offense carries a fine of up to $1,000, plus court costs at the judge’s discretion. A second or subsequent violation within two years of a prior offense rises to a fine of up to $2,000, up to one year of imprisonment, or both.5Maryland General Assembly. Maryland is also part of the Interstate Wildlife Violator Compact. Participating states treat license suspensions and convictions from other members as if they happened at home, so a Maryland violation can affect your ability to fish in dozens of other states.
