In Texas, a front license plate is required on most registered vehicles, and driving without one is a misdemeanor with a fine of up to $200.1State of Texas. Texas Transportation Code Section 504.943 The rule applies whether or not your car came from the factory with a front mounting bracket. If the bumper has no mounting point, adding one and attaching the plate is still your responsibility.
The requirement comes from the Texas Transportation Code and the state’s administrative rules on vehicle registration insignia.2Legal Information Institute. 43 Tex Admin Code 217.27 – Vehicle Registration Insignia Standard passenger cars and light trucks display two plates: one on the front exterior, one on the rear.
Vehicles That Only Need One Plate
A short list of vehicle types display only a rear plate:
- Motorcycles
- Trailers and semitrailers
- Road tractors

Antique Vehicles
Vehicles at least 25 years old can be registered as Antique through the Texas DMV. An Antique-registered vehicle gets a single plate on the rear, which effectively removes the front-plate obligation.3TxDMV. Application for Antique License Plate (Form VTR-54) Antique registration comes with usage restrictions, so it isn’t a workaround for a daily driver.
Licensed Dealers
The statute exempts dealers operating a vehicle as provided by law.1State of Texas. Texas Transportation Code Section 504.943 A dealership running a car on dealer tags for test drives or transport isn’t violating the two-plate rule. The exemption ends when the sale closes.
New Purchases and Temporary Tags
There is no grace period on a freshly bought car. When a Texas dealer sells a vehicle, the buyer’s temporary tag must be displayed and properly secured in both the front and rear plate holders.4TxDMV. ePLATE (formerly eTAG) 101 Before your permanent metal plates arrive, the front of the car still needs a tag on it.
The Fine and How to Get It Dismissed
The maximum fine for a missing front plate is $200, and the actual amount varies by court.1State of Texas. Texas Transportation Code Section 504.943 It’s a non-moving violation, so it doesn’t add points to your driving record. It does, however, give an officer a valid reason to pull you over.
Texas builds in a fix-it option. A court may dismiss the charge if you correct the problem before your first court appearance and pay a reimbursement fee of no more than $10.1State of Texas. Texas Transportation Code Section 504.943 Mount the plate, bring proof to court, and the judge has discretion to toss the case for the nominal fee.
How the Plate Has to Be Mounted
Setting the plate on your dashboard or propping it in the windshield doesn’t satisfy the rule. The plate must be securely fastened to the exterior front of the vehicle in an upright, horizontal position, with the bottom of the plate at least 12 inches above the ground. It must be clearly visible, readable, and legible.2Legal Information Institute. 43 Tex Admin Code 217.27 – Vehicle Registration Insignia A dashboard plate fails on almost every count.
Cars Without a Factory Bracket
Many sports cars and European imports arrive without a front bracket because their home markets don’t require one. A few common fixes:
- A tow-hook bracket that screws into the tow-hook receiver on the front bumper. Popular on performance cars because it avoids drilling.
- An adhesive or clip-on bracket that attaches without holes, though durability varies.
- A standard bracket drilled into the bumper. The most secure option, and dealerships or body shops will often install one for a low fee.
Whichever route you take, the plate needs to sit flat, face forward, and clear the 12-inch height minimum. A bracket that angles the plate downward or tucks it behind a bumper lip can still draw a citation for an unreadable plate.
Plate Covers and Frames
Texas also prohibits displaying an obscured plate. A tinted cover, smoked shield, or frame that blocks any part of the plate number, the state name, or the registration sticker can trigger a separate offense under the state’s provisions on altered or obscured plates.5State of Texas. Texas Transportation Code Chapter 504 – License Plates Even clear covers can scratch and haze, making the characters hard for toll cameras and automatic plate readers to pick up. A plain frame that hugs the border without covering any text is generally fine.
Out-of-State Drivers and New Residents
Visiting from a state that only requires a rear plate? You’re fine. States honor each other’s registration requirements, so a car properly registered with a single plate in its home state is legal passing through Texas. The two-plate rule applies to vehicles registered in Texas.
Moving to Texas is different. Once you establish residency, you have 30 days to register your vehicle with the state, and Texas registration comes with two plates. The front-plate requirement applies from that point on, regardless of what your previous state allowed.
